cross through this intersection in the morning and afternoon. Additionally, when vehicles
park in the existing red zones, visibility at this intersection can be limited.

Based on these conditions, staff recommends that new stop signs be installed on
Redwood Avenue at its intersection with Ebener Street. This would make the interaction
an all-way (4-way) stop-controlled intersection. Ebener Street, which has less traffic, is
already stop-controlled and would remain stop-controlled. As proposed, Redwood
Avenue, which has greater traffic volume, would also be stop-controlled as well. The
subject intersection meets the City’s adopted policy and associated guidelines for the
installation of stop signs due to traffic volumes and the number of stop control-related
collisions at the intersection over a 12-month period.

Community Outreach
In accordance with the City’s policy, the staff sent out notices in English and Spanish to
nearby residents with information about this potential change and requesting input. A
majority of residents did respond, and all responded positively to the potential change.
Furthermore, staff spoke to pedestrians crossing the intersection, and all responded
positively as well.

Project Area Map

ALTERNATIVES
The City Council may choose to not approve the installation of the proposed stop signs
and direct staff to investigate other options to address community concerns.
6.3.A. - Page 2
