part of any development that exceeds that development cap. The applicant has stated that they <br />are currently developing their community benefit package and will formally submit that package <br />shortly. <br />Although the Project would exceed the existing development for office space, the project <br />appears to be consistent with all other aspects of the General Plan and DTPP (review has not <br />been completed). The project has potential to increase the vitality of Main Street by adding <br />employees to the daytime Main Street and broader downtown population. As discussed in the <br />August 16, 2016, Planning Commission Staff Report related to active ground floor uses on Main <br />Street, office foot traffic typically leads to the development of retail uses. Increased foot traffic <br />and retail development would address the concerns raised by City Councilmembers most <br />recently on February 13, 2017, regarding focusing development efforts on Main Street. While <br />there has been a considerable amount of development investment in the Downtown Precise <br />Plan area in the past five years, there has been little investment in the stretch of Main Street <br />between Middlefield and Broadway. <br />Staff recommends that the City Council direct staff to proceed with General Plan and Downtown <br />Precise Plan amendments to increase the Office MAD cap. Directing staff to proceed with this <br />amendment process does not approve the amendments, not does it endorse the project. After <br />the associated environmental review is complete, staff would first bring the amendments to the <br />Planning Commission for consideration and recommendation, and then to the City Council for <br />adoption. This process would take approximately 4-5 months. <br />ALTERNATIVES <br />Alternatively, the Council could: <br />· Direct that no amendments be made to the General Plan and Downtown Precise Plan at <br />this time. <br />· Direct that other General Plan or DTPP amendments be made concurrently. <br /> <br />FISCAL IMPACT <br />None. Staff time would be covered by the cost recovery account for the proposed project at 851 <br />Main Street. <br />ENVIRONMENTAL REVIEW <br />In 2010, an Environmental Impact Report (State Clearinghouse #2006052027) was prepared to <br />assess potential impacts resulting from the implementation of the DTPP. The DTPP established <br />new land use, development, and urban design regulations for the 183-acre DTPP area, <br />including the potential for up to 500,000 square feet of office space. The DTPP Environmental <br />Impact Report (EIR) was certified by the City Council on January 24, 2011. <br />The City determined that a Supplemental EIR, to the DTPP EIR, is required for the project. A <br />Notice of Preparation (NOP) comment period for the proposed project began on August 26, <br />2016 and ended on September 27, 2016. The Planning Commission conducted a scoping <br />session on September 6, 2016. The Supplemental EIR will contain an analysis of the project <br />and if warranted, would identify potentially significant unavoidable impacts (significant impacts <br />8.A. - Page 5
