1

REPORT
To the Honorable Mayor and City Council
From the City Manager

April 3, 2017

SUBJECT
City Council appointment to the Board of Building Review (one seat), and the Housing
and Human Concerns Committee (two seats) (Phase I Recruitment)

RECOMMENDATION
Appoint by roll call to fill: (1) one vacancy on the Board of Building Review for a short
term vacant seat that expires on 5/31/2020; and (2) two short term vacant seats on the
Housing and Human Concerns Committee for seats that expire on 5/31/2018

BACKGROUND
Due to vacancies in current Boards Commissions and Committees (BCCs) the City
Council began a recruitment process (Phase I) to fill seats that were vacant. These
vacancies were due to an unfilled seat on the Board of Building Review, and two
resignations on the Housing and Human Concerns Committee.

ANALYSIS
City staff began recruitment for these positions on January 4, 2017 and the outreach
period ran through January 31, 2017. The usual methods of reaching out to the
community were used including press releases, a Mayor’s video, the NextDoor
application, Facebook and Twitter. In addition, the pre-Council meeting scroll, which is
televised two hours in advance of the meeting, was utilized to publicize these
vacancies. Prior applicants on file were also contacted.

The applicants for Council consideration are as follows:

Applicants for the Board of Building Review for a seat that expires on 5/31/2020:
· Chu Chang
· Jeffrey Missad

Both applicants to the Board of Building Review were interviewed on March 13, 2017.

7.A. - Page 1
