CORRECTIVE ACTIONS: <br />1. Please replace or remove the fallen fences, secure each of the units, pick up <br />and remove the human excrement located in the side yard, pick up and <br />remove the mattresses and all the junk and debris stored in the rear and side <br />yards, remove the inoperable vehicle, replace the broken windows and <br />remove all graffiti located throughout the entire building. <br />2. Please obtain building permits and repair living units to meet health and <br />safety requirements. <br />3. Please replace the broken windows in each of the living units. <br />The Final Notice of Violation required the property owner to correct the violations or <br />provide Code Enforcement with a detailed correction plan/schedule by January 25, <br />2016 and warned that if such corrective action was not taken, administrative citations <br />would be issued. No corrective action was taken. <br /> <br />Over the course of March-June 2016, Code Enforcement issued four Administrative <br />Citations at the property referencing the above code violations and totaling $3,900.00 in <br />fees. Those fees remain unpaid and the violations identified remain unaddressed. <br />The City received another complaint regarding the subject property on December 6, <br />2016. The complainant identified himself a nearby resident of the property. He <br />reported that the owner was no longer living on his property and there were <br />trespassers and squatters on the property. The complainant was particularly <br />concerned that a fire could be started by these squatters. The complainant submitted <br />pictures of the interiors of several units. They were full of combustible material, <br />including boxes and paper. They also depicted evidence of vandalism and use of the <br />living room fireplaces. <br />On December 15, 2016 Building Inspection and Code Enforcement staff visited the <br />property owner at the Webster Health Center in Palo Alto, his last known address. They <br />attempted to obtain his permission to go onto the property and conduct an inspection of <br />the buildings, including going inside the various units to inspect for health and safety <br />code violations. He declined to give such permission. <br />Building Inspection and Code Enforcement staff then began working with the City <br />Attorney’s Office to obtain an Inspection Warrant that would authorize the Building <br />Division and Fire Department to conduct a full inspection of the buildings located at <br />112-120 Vera Avenue, including the interiors of the buildings. <br /> <br />The analysis section below provides steps that have been taken since the time, a <br />more detailed description of the site as it exists today, as well the steps staff <br />recommends be taken next. <br /> <br />ANALYSIS <br />INSPECTION AND ABATEMENT <br />Given that the property owner was unresponsive to the City’s notices to correct, and <br />was unwilling to allow the City to conduct further inspection, the City moved forward <br />7.B. - Page 3
