Further, as set forth in <br />subdivision (d) of CEQA Guidelines section 15183, the proposed Project is <br />consistent with the DTPP, and an EIR was prepared for the DTPP. <br /> <br />f. As set forth in CEQA Guidelines section 15183.3, the Project site is <br />substantially surrounded by urban uses and is currently developed for <br />commercial and office use; it is also surrounded by developed sites on at <br />least 75% of its perimeter. The Project satisfies the applicable performance <br />standards of CEQA Guidelines Appendix M, and the Project is consistent <br />with the general use designation, density, building intensity, and applicable <br />policies specified for the project area in the applicable Sustainable <br />Communities Strategy, in this case Plan Bay Area. See Exhibit A to the IS <br />Checklist for further analysis. <br /> <br />g. Pursuant to Guidelines section 15091(e), the documents and other <br />materials that constitute the record of proceedings upon which the Planning <br />Commission has based its decision are located in and may be obtained from <br />the Office of the City Clerk at 1017 Middlefield Road, Redwood City, <br />California. The City Clerk is the custodian of records for all matters before <br />the City. <br /> <br />Section 3. Downtown Planned Community Permit DPC2015-12: In the exercise <br />of its independent judgment, the City Council finds that: <br /> <br />a. The Project and improvements proposed by Downtown Planned <br />Community Permit DPC2015-12 are consistent with, conform to the intent <br />of, and will appropriately implement the Downtown Precise Plan for the <br />1409 El Camino Real project; and <br /> <br />b. The establishment, maintenance and operation of the project and <br />improvements proposed by Downtown Planned Community permit <br />DPC2015-12 will not, under the circumstances of this particular case, be <br />detrimental to the health, safety peace, morals, or general welfare of <br />persons residing or working in the neighborhood of the project, or be <br />detrimental or injurious to property or improvements in the neighborhood of <br />the project, or to the general welfare of the City, because the project has <br />been found to be consistent with the community goals established in the <br />City's General Plan and Zoning Ordinance; and <br /> <br />8.A. - Page 37
