<br />ATTY/RESO.0031/ CC RESO ADOPTING DENIAL OF APPEAL BY REDWOOD CITY RESIDENTS FOR RESPONSIBLE DEVELOPMENT <br />REV: 03-30-17 PR <br />Page 6 of 22 <br />c. The Project and improvements comply fully with all applicable standards of <br />the DTPP; and <br /> <br />d. The Project and improvements comply with all but two (2) Guidelines of the <br />DTPP. The aspects of the Project which do not conform to the Guidelines <br />of the DTPP (which are recommended, not mandatory) nonetheless <br />adequately promote the overall intent of the DTPP. <br /> <br />Section 4. Tentative Parcel Map TM2015-09: In the exercise of its independent <br />judgment, the City Council finds that: <br /> <br />a. The map, design, and improvements of the proposed subdivision are <br />consistent with the City of Redwood City’s General Plan, Municipal Code, <br />Zoning Ordinance, Downtown Precise Plan, and all applicable subdivision <br />improvements requirements; <br /> <br />b. The site of the proposed subdivision is physically suited for the type and <br />density of the proposed development; <br /> <br />c. The design and proposed improvements are not likely to cause substantial <br />environmental damage, or substantially and avoidably injure fish, wildlife or <br />their habitat, or cause serious public health problems; and <br /> <br />d. The design and proposed improvements of the proposed subdivision will <br />not conflict with essential public easements for access through, or use of, <br />property within the proposed subdivision. <br /> <br />Section 5. Tentative Parcel Map TM2015-09: The Planning Commission finds <br />that the proposed subdivision, together with the provisions for its design and <br />improvement, is consistent with the general plan as set forth in the staff report. <br /> <br />Section 6. Affordable Housing Plan: In the exercise of its independent judgment, <br />the City Council finds that: <br /> <br />a. The proposed affordable units comply with the standards in Section 18.272, <br />including without limitation compliance with Section 18.272(B) requiring that the <br />affordable units be made available for occupancy concurrently with the market- <br />rate units; and <br /> <br />The proposed affordable units would comply with the required standards <br />including providing a comparable quality of construction to onsite market-rate <br />8.A. - Page 38
