<br />The project replaces existing development on the block and no new streets are <br />required per the DTPP. The project also maintains the existing alleyway, which <br />allows access off of El Camino Real without any new curb cuts and visually <br />breaks up the project from adjacent developments. <br /> <br />- Policy BE-1.7: Require that new large‐scale projects consist of buildings primarily <br />oriented to public streets, rather than private drives, walkways, and parking lots. <br /> <br />The project is oriented towards and provides active frontages along all public <br />streets. The majority of the building’s utilities front the alley way, screening it <br />from public view. The project’s parking is underground, screening it from public <br />view. <br /> <br />- Policy BE1.8: Require that new projects are integrated as seamlessly as possible <br />into surrounding development, creating extensions of the urban fabric. <br /> <br />The project maintains a consistent layout, form, and architectural design as <br />adjacent buildings in the surrounding development, maintaining the urban fabric. <br />The building continues the sidewalk pattern of the recently approved and <br />adjacent projects, with street trees, pedestrian lighting, planters, and a strong <br />building edge to promote a pedestrian environment and consistent look and feel. <br /> <br />- Policy BE-1.9: Carefully consider new shade, shadow, light, and glare effects <br />from proposed development projects and comprehensive plans. <br /> <br />The DTPP development standards were developed with the specific intent to <br />avoid significant shadow impacts. (DTPP EIR, p. 6‐29.) Full buildout of the <br />DTPP to the maximum building envelopes allowed by the Plan’s standards would <br />not cause any shadow‐sensitive uses and spaces to be more than 50 percent in <br />shadow at noon on the Spring Equinox. The proposed project is in compliance <br />with all applicable DTPP standards regarding shadows. (Initial Study, p. 12.) In <br />addition, the project complies with the standards and guidelines on reducing <br />glare, including completely screening the roof from adjacent streets or buildings <br />through architectural enclosures and parapet walls, providing light fixtures which <br />direct light downward and otherwise defuse harsh glare, and the storefront <br />glazing is at 70% (within the permitted range of between 50% and 80%). <br /> <br />Goal BE-2: Recognize, maintain, and celebrate the unique qualities of Redwood City’s <br />neighborhoods. <br />- Policy BE-2.5: Protect neighborhoods from the encroachment of incompatible <br />activities or land uses that may have a negative impact on the residential living <br />environment. <br /> <br />The General Plan designation of the area is Mixed Use – Downtown. The project <br />complies with the permitted uses for this area which include residential and <br />8.A. - Page 56
