These uses are consistent <br />with surrounding uses and do not pose a negative impact on the residential living <br />environment. <br /> <br />Goal BE-3: Encourage high‐quality design in all new and modified housing. <br />- Policy BE-3.1: Provide high‐quality public streetscapes in all neighborhoods, <br />particularly in locations where new investment in historic property renovation and <br />infill development are desired. <br /> <br />The project provides improvements to the public streetscape, including widened <br />sidewalks with street trees, pedestrian lighting, bike parking, and plantings as <br />prescribed in the DTPP. Diller Street would incorporate traffic calming features, <br />including bulb-outs and ADA crosswalks at El Camino Real and Franklin, and <br />diagonal parking instead of the existing parallel parking to effectively narrow the <br />lane widths, consistent with the DTPP. The project removes a number of existing <br />driveways and curb cuts, which results in less disruptions to pedestrians using <br />the sidewalks, and more on-street parking. Sidewalk improvements, including <br />street trees and pedestrian lighting would also be installed on Franklin Street <br />adjacent to the AT&T parking lot to the north of the project. <br /> <br />- Policy BE-3.3: Require new development to provide engaging, well‐landscaped <br />outdoor spaces that invite and support outdoor activities for residents, especially <br />areas viewed or accessible by the public. <br /> <br />The project includes common open spaces on the first floor (11,300 sq. ft. terrace <br />oriented toward the rear yard), and eighth floor (~3,000 sq. ft. rooftop terrace with <br />swimming pool oriented toward El Camino Real) and feature dining areas, lounge <br />areas, recreation areas, and plantings. In addition, private balconies, entry <br />stoops, and decks are provided for selected units. These open spaces include <br />trees, planters, lighting, furnishings, ping-pong table, and outdoor cooking <br />facilities to support outdoor activities for the residents. In addition, the El Camino <br />Real main lobby entry is recessed to allow furnishing and plantings which are <br />visible and accessible by the public. <br /> <br />- Policy BE-3.5: Require building and site frontages that define public streets with <br />high‐quality architectural and landscape design, including small‐scale <br />architectural elements and plane changes. <br /> <br />The project’s frontages define the public streets and provide high quality design <br />and uses for an engaging pedestrian experience. The El Camino Real frontage <br />is architecturally and programmatically broken up into short modules containing a <br />leasing office, lobby, activity room, residential units with entry stoops, and retail <br />spaces. Ground floor transparency allows viewing into and out of the spaces. On <br />the side streets, ground floor units with recessed entry stoops and climbing vines <br />relate to the more residential character of the area. Varied materials create a <br />8.A. - Page 57
