high quality façade and include brick, metal panels, and storefront windows. <br />Planters are provided along the sidewalks as well. <br /> <br />- Policy BE-3.6: Minimize the street presence and visibility of parking facilities from <br />public streets and neighboring properties. <br /> <br />The project’s parking is underground, screening it from public view. In addition, <br />the garage entrances are from Franklin Street and the alley way, reducing the <br />parking presence from public streets and neighboring properties. <br /> <br />Goal BE-7: Achieve improved aesthetic and parking conditions in Mixed Density <br />Neighborhoods. <br />- Policy BE-7.3: Prohibit new structures that compromise neighborhood quality in <br />terms of design, scale, character, or orientation. Study and define design issues <br />to facilitate neighborhood continuity and identity. <br /> <br />The project would not compromise neighborhood quality. The project is <br />consistent in architectural character, scale, and orientation with the DTPP and <br />surrounding development. The project is oriented towards the public streets, with <br />active ground floor uses fronting El Camino Real, consistent with the existing <br />developments to the south. This frontage provides ground floor transparency, <br />signage, and awnings to reinforce its active uses. The side and rear elevations <br />provide residential units and lobbies on the ground floors, consistent with existing <br />developments to the north and east. In addition, the side and rear elevations <br />(fronting Diller and Franklin) incorporate climbing vines to provide a softer, <br />residential character for neighborhood continuity. Sidewalk improvements also <br />continue the neighborhood character, and bridge the last sidewalk gap on <br />Franklin Street at the AT&T parking lot. These improvements would provide safe <br />and comfortable environments to the residents and general public walking in the <br />area. <br /> <br />Goal BE-11: Create memorable and engaging retail, residential, and mixed‐use <br />destinations and paths along the corridors. <br />- Policy BE-11.1: Improve the corridors to create a network of “complete streets” <br />that emphasize pedestrian orientation and safety, public transit access, safe <br />bicycle movement, and other improvements. <br /> <br />The project provides widened sidewalks with street trees, pedestrian lighting, <br />bike racks, and planters, consistent with the DTPP. Diagonal parking, bulb-outs, <br />and ADA crosswalk ramps are provided on Diller Street, which reduce the lane <br />widths and street crossings for a more walkable and bikeable environment. In <br />addition, sidewalk improvements are provided on Franklin along the AT&T <br />parking lot, bridging a sidewalk gap to facilitate people walking to Downtown, the <br />Sequoia Station, and Transit Center. <br /> <br />8.A. - Page 58
