- Policy PS-7.6 Minimize impervious surfaces to reduce stormwater runoff and <br />increase flood protection. <br /> <br />The project complies with state and city requirements for stormwater <br />management. As a condition of approval, the project’s post‐construction runoff <br />into the storm drain shall not exceed pre‐construction runoff levels and the <br />project will also be required to prepare a stormwater management plan. <br /> <br />Goal PS-10: Minimize risks of potential hazards in the vicinity of San Carlos Airport. <br />The DTPP area is within the San Carlos Airport Influence Area A. The Airport Land Use <br />Commission (ALUC) reviewed the DTPP prior to its adoption and found that its goals, <br />objectives, policies, and development criteria are consistent with the San Carlos Airport <br />Land Use Plan. The project is consistent with the DTPP standards and all but two <br />guidelines. Therefore, the project would not result in an airplane‐related safety hazard <br />for people residing or working in the project vicinity. <br />Goal PS-12: Provide a safe pedestrian and bicycle environment citywide. <br />- Policy PS-12.1: Enhance pedestrian and bicycle safety through the inclusion of <br />well-designed streets, sidewalks, crosswalks, bike lanes, traffic control devices, <br />and school routes. <br /> <br />The project provides repaved streets, reduced lane widths and improved <br />crossings on Diller St, and widened sidewalks with street trees, pedestrian <br />lighting, and bike racks to enhance pedestrian and bicycle safety. <br /> <br />- Program PS-23: Seismic Safety Addressed in CEQA. Require environmental <br />documents prepared in connection with CEQA to address seismic safety issues, <br />and provide adequate mitigation for existing and potential hazards. <br /> <br />The project was analyzed for potential seismic safety impacts in the Initial Study, <br />which found that the project would not result in any significant impacts. <br /> <br />- Program PS-24: Geotechnical Analysis. Require a geotechnical analysis for <br />construction in areas with potential geological hazards, and implement <br />appropriate mitigation recommendations. <br /> <br />A site‐specific geotechnical report for the proposed project was prepared and <br />concludes that there are no major geotechnical or geologic issues that would <br />preclude development of the proposed project and provides recommendations. <br /> <br />- Program PS-25: International Building Code. Continue to implement the <br />International Building Code seismic safety standards for construction of new <br />buildings, and update the City’s codes as needed to respond to new information, <br />standards, and technology. <br /> <br />8.A. - Page 76
