effects of air pollutants, such as housing, child care centers, retirement homes, <br />schools, and hospitals) near high‐volume roadways, dry cleaners using <br />perchlorethylene, large gas stations, the Port of Redwood City, and rail yards. <br />Amend the Municipal Code and other regulations to require mitigation measures <br />such as increased indoor air filtration to increase the protection of sensitive <br />receptors near major emission sources. <br /> <br />The project is residential, located on El Camino Real, and within 500 ft. from the <br />CalTrain tracks, and is therefore subject to the DTPP EIR mitigation measure 12- <br />1, which requires an air quality report to analyze the potential heal risks to <br />sensitive receptors. The applicant submitted an air quality report and a <br />supplemental analysis which did not assume electrification of CalTrain. The <br />reports conclude that the project would have a less than significant effect on <br />sensitive receptors. <br /> <br />Goal PS-6: Minimize the potential damage to structures and loss of life that result from <br />earthquakes and other geological hazards. <br />- Policy PS-6.3: Work to ensure that structures and the public in Redwood City are <br />exposed to reduced risks from seismic and geological events. <br /> <br />The project would be constructed in accordance with all applicable seismic <br />standards adopted by the City of Redwood City, including the California Building <br />Code. <br /> <br />Goal PS-7: Provide adequate and appropriately‐designed storm drainage and flood <br />control facilities to meet current and future needs and minimize the risk of flooding. <br />- Policy PS-7.1: Avoid or minimize the risks of flooding to new development. <br />Carefully evaluate whether new development should be located in flood hazard <br />zones, and identify construction methods or other methods to minimize damage if <br />new development is located in flood hazard zones. <br /> <br />The project is not currently located in a Special Flood Hazard Area as defined by <br />the Federal Emergency Management Agency (FEMA) National Flood Insurance <br />Program (NFIP), which means that the site is not currently identified as subject to <br />extensive damage from a one percent chance (100‐year) flood. However, the <br />entire project site is located in Zone X (Other Flood Areas) on its FEMA Flood <br />Insurance Rate Map (FIRM), which includes “areas of 0.2% annual chance <br />[500‐year] flood; areas of 1% annual chance [100‐year] flood with average <br />depths of less than 1 foot or with drainage areas less than 1 square mile; and <br />areas protected by levees from 1% annual chance flood.” As such, the project <br />would incorporate any standard City requirements for flood protection in <br />conformance with the NFIP would ensure that potential impacts from flooding <br />would be less than significant. <br /> <br />8.A. - Page 75
