The Downtown Precise Plan program EIR concluded that development occurring <br />in conformance with the DTPP would be consistent with the Bay Area Air Quality <br />Management District (BAAQMD) 2010 Clean Air Plan control measures and the <br />BAAQMD CEQA Air Quality Guidelines because the projected rate of increase in <br />new vehicle trips resulting from the DTPP would be less than the associated <br />projected rate of population growth. Therefore, the impact of the DTPP was <br />considered to be less than significant, and no mitigations were required. The <br />proposed project is in compliance with all applicable DTPP standards, and as a <br />result, no additional air quality impacts are anticipated. <br /> <br />- Program PS-2: Dust and Emission Abatement. Adopt and enforce dust and <br />emission abatement measures for construction activities based on the <br />BAAQMD’s guidelines and other appropriate regulations. <br /> <br />The project would be required to provide an erosion control plan for City review <br />and approval prior to issuance of permits. <br /> <br />- Program PS-4: Air Pollution Control Plans. Require developers to implement <br />appropriate air pollution control plans to reduce dust and exhaust emissions from <br />construction equipment. <br /> <br />The project would be required to provide an erosion control plan for City review <br />and approval prior to issuance of permits. <br /> <br />- Program PS-5: Energy Efficiency Standards. Require new buildings and building <br />additions to meet green building standards, consistent with the Green Building <br />Ordinance. <br /> <br />The project would be subject to the City’s Green Building Ordinance. <br /> <br />- Program PS-6: Allowable Emission Sources. Require that potential air quality <br />impacts from new development projects in the city be evaluated pursuant to the <br />applicable BAAQMD CEQA Guidelines in effect at the time the City commences <br />the air quality evaluation, including, as applicable, the establishment of specific <br />overlay zones around existing and planned sources of toxic air contaminants. <br />Only allow emission sources or odor sources if the minimum screening distances <br />between sources and receptors established in the BAAQMD CEQA Guidelines or <br />other appropriate source can be met, unless detailed project‐specific studies <br />demonstrate compatibility with adjacent uses despite separations that do not <br />meet the screening distance requirements. <br /> <br />The project evaluated the potential air quality impacts as discussed in the Initial <br />Study and found them to be less than significant. <br /> <br />- Program PS-7: Sensitive Receptor Protection.
