Goal BC-5: Create and maintain a system of trails, sidewalks, linear parks, and other
connections that provide residents in all neighborhoods with opportunities to exercise,
enjoy nature, and get to destinations without using a car.
The project provides sidewalk improvements to facilitate connections to destinations
without using a car.
Goal PS-1: Maintain good local air quality, and reduce the local contributions of airborne
pollutants to the air basin.
Goal: PS-2: Minimize the potential impacts from land uses that may pollute proximate to
sensitive receptors.
- Policy PS-2.2: Prioritize opportunities for compact housing in Downtown and
other areas buffered from designated through truck routes.

The project a high density, mixed‐use development located within the Downtown
area.
- Policy PS-2.6: Require all land uses proposed within 500 feet of U.S. 101, El
Camino Real, and Woodside Road that will house, accommodate, or serve
sensitive receptors to incorporate appropriate design and construction features
(e.g., filters on HVAC systems) that reduce potential exposure of persons to
pollutants.

The project provided an air quality report to assess the potential impacts
associated with the project. The conclusion was that the cancer risk from El
Camino Real, based on the BAAQMD threshold, would be less than significant.

Goal PS-3: Reduce the volume of pollutants generated by motorized vehicles.
- Policy PS-3.3: Implement policies of the Built Environment Element that provide
for compact, urban‐style forms of development and complete streets and
neighborhoods to reduce vehicle emissions by placing residents closer to jobs
and services and providing alternative modes of transportation.

The project a high density, mixed‐use development located within the Downtown
area and within walking distance to transit, employment centers, goods and
services. The project provides widened sidewalks with street trees and
pedestrian lighting to support a strong pedestrian environment and consistent
with the DTPP.

Goal PS-5: Mitigate against and adapt to climate change.
- Program PS-1: Air Quality Standards. Use methodologies and practices set by
the U.S. Environmental Protection Agency, CARB, and the BAAQMD that
measure air quality at emission sources.

8.A. - Page 73
