- Program PS-33: Emergency Vehicle Access and Secure Evacuation Routes. <br />Require new development to provide adequate access for emergency vehicles, <br />particularly fire‐fighting equipment, as well as secure evacuation routes for <br />inhabitants. <br /> <br />The project is subject to all applicable City and State codes and regulations <br />pertaining to emergency access. Further, DTPP program EIR Mitigation 8‐1 <br />requires the City to implement signal detectors at selected intersections as <br />needed over time to provide priority traffic signal timing for emergency response <br />vehicles; this program is underway. <br /> <br />- Program PS-40: Adequate Lighting. Require new development to provide <br />adequate safety lighting in pedestrian areas and parking lots. <br />The project provides new pedestrian lighting within the widened sidewalks. The <br />project’s parking is structured and underground. The garage parking lighting <br />would be adequate for safety. <br /> <br />- Program PS-48: Hazardous Material Releases from Prior Land Uses. Establish <br />development standards for new development and redevelopment in areas <br />previously used for commercial, agricultural, or industrial uses to identify and <br />abate hazardous material releases from prior land uses that have the potential to <br />affect future property owners or users. A Phase I Environmental Site Assessment <br />should be required where appropriate and environmental testing and/or <br />remediation may be required based on the findings of the Phase I. <br /> <br />Project site hazard and hazardous waste conditions have been described in <br />three separate Phase I Environmental Site Assessments. <br /> <br />- Program PS-57: Bay Area Air Quality Management District Asbestos Airborne <br />Toxic Control Measure. Require conformance with Bay Area Air Quality <br />Management District Asbestos Airborne Toxic Control Measure (CCR, Title 17, <br />§93105) for all discretionary projects and all projects requiring a grading permit <br />that are located in areas likely to contain naturally occurring asbestos (serpentine <br />or ultramafic rock). <br /> <br />The project would comply with BAQQMD Asbestos Airborne Toxic Control <br />Measure if it is found that the project site contains naturally occurring asbestos. <br /> <br />Goal PS-13: Minimize the impact of point source noise and ambient noise levels <br />throughout the community. <br />- Policy PS-13.3: Consider noise impacts as part of the development review <br />process, particularly the location of parking, ingress/egress/loading, and refuse <br />collection areas relative to surrounding residential development and other <br />noise‐sensitive land uses. <br /> <br />8.A. - Page 78
