The project as designed takes into account noise impacts relative to surrounding <br />residential development. A noise study was prepared to evaluate potential noise <br />impacts during the project consideration. The project parking is located <br />underground. The trash room and loading area are accessed from Diller St. and <br />are buffered by amenity and utility rooms to reduce impacts to residential units on <br />the subject project. In addition, the proposed residential development at 1305 El <br />Camino Real has ground level parking and their garage entrance in a similar <br />location. <br /> <br />- Policy PS13-5: Limit the hours of operation at all noise generation sources that <br />are adjacent to noise sensitive areas, wherever practical. <br /> <br />The project is subject to the Nosie Ordinance. As such, construction hours are <br />limited to 7 am – 8 pm, Monday through Friday except as otherwise permitted by <br />the City. The residential and retail uses would also be subject to the maximum <br />decibel levels as outlined in the Nosie Ordinance. <br /> <br />- Policy PS13-6: Require all exterior noise sources (construction operations, air <br />compressors, pumps, fans, and leaf blowers) to use available noise suppressions <br />devices and techniques to bring exterior noise down to acceptable levels that are <br />compatible with adjacent land uses. <br /> <br />The project is subject to mitigation measures and conditions of approval, which <br />mitigate noise impacts, including noise suppression devices and techniques. <br />Prior to permit issuance, the City requires a construction plan, construction <br />scheduling, construction equipment mufflers and maintenance, equipment <br />locators, routing construction traffic, quiet equipment selection, temporary <br />barriers, temporary noise blankets and hiring a noise disturbance coordinator. <br /> <br />- Policy PS-13.7: Require that mixed‐use structures be designed to account for <br />noise from adjacent uses, and minimize transfer of noise and vibration from <br />commercial/retail to residential use. <br /> <br />The project as designed takes into account noise impacts relative to surrounding <br />residential development. The retail uses are located at the <br />corners and generally buffered by utility or amenity spaces to mitigate potential <br />impacts to residential uses. <br /> <br />- Policy PS-13.8: Implement appropriate standard construction noise controls for <br />all construction projects. <br /> <br />The project is subject to the City’s Nosie Ordinance and Title 24 standards. <br />Noise reduction measures necessary to achieve compatibility with the City’s <br />Noise Element guidelines (55 dBA C8EL at sensitive exterior spaces) and Title <br />24 standards (45 dBA C8EL within residential units) will be incorporated into the <br />8.A. - Page 79
