project, such as prohibiting construction between the hours of 8:00 pm to 7:00 <br />am and requiring noise suppression devices and techniques. <br /> <br />- Policy PS-13.9: Require noise created by new non‐transportation noise sources <br />to be mitigated so as not to exceed acceptable interior and exterior noise level <br />standards. <br /> <br />The project is subject to the City’s Nosie Ordinance and Title 24 standards. <br /> <br />- Policy PS-13.10: Do not allow new residential or other noise sensitive land use <br />development in noise impacted areas unless effective mitigation measures are <br />incorporated into the project design to reduce outdoor activity area noise levels. <br /> <br />The project is located within the DTPP area, which permits mixed use <br />developments. The subject area generally consists of similar compatible uses, <br />including mixed-use, residential, and commercial developments. The project is <br />within 500 ft. of the CalTrain tracks, however the noise impacts were considered <br />and found to be less than significant. <br /> <br />Goal PS-14: Minimize the impacts of transportation‐related noise. <br />- Policy PS14-4: Require development that is, or will be, affected by railroad noise <br />and/or vibration to include appropriate measures to minimize adverse noise <br />effects on residents and business persons. <br /> <br />The project is within 500 ft. of the CalTrain tracks, however the project, as <br />designed, will result in a less than significant impact related to noise effects. As <br />the project is further than 100 feet from the centerline of the Caltrain tracks, no <br />railroad vibration impact would occur. <br /> <br />- Program PS-61: Acoustical Analyses. Require acoustical analyses, as <br />appropriate, for proposed stand‐alone residential development within the 60 dB <br />CNEL or higher contour, as shown in Figure PS‐ 12. Require incorporation of <br />mitigation measures as necessary to reduce noise levels to levels deemed <br />appropriate by the City. <br /> <br />Since the project is within the 60 dB CNEL or higher contour, a site‐specific noise <br />study was prepared for the project. While the project was found to have no <br />significant impacts related to noise, noise reduction measures will be <br />incorporated into the project to achieve compatibility with the City’s Noise <br />Element guidelines (55 dBA C8EL at sensitive exterior spaces) and Title 24 <br />standards (45 dBA C8EL within residential units). <br /> <br />- Program PS-63: Enforcing Construction and Maintenance Noise Regulations. <br />Minimize noise from property maintenance equipment, construction activities, <br />and other non‐transportation noise sources by enforcing construction and <br />8.A. - Page 80
