We understand that the project is subject to mitigation measures in the Redwood City <br />Downtown Precise Plan EIR. Specifically, Mitigation Measure 12-1 requires that the project <br />assess potential health risks associated with traffic from El Camino Real and train activity on the <br />Caltrain rail line and permitted stationary sources of air pollutant emissions near the site. If <br />necessary, measures to reduce significant exposures to a level of less-than-significant shall be <br />identified. <br /> <br />The project site is located adjacent to El Camino Real and near the rail line that includes diesel <br />locomotives. Impacts to proposed sensitive receptors (new project residences) were evaluated <br />through emissions and dispersion modeling of projected traffic on El Camino Real and train <br />traffic on the Caltrain rail line. There are a couple of stationary sources of air pollutants near <br />the site that were also assessed. Results, in terms of excess cancer risk, non-cancer hazards, and <br />fine particulate matter (PM2.5) concentrations, were compared to thresholds recommended by the <br />Bay Area Air Quality Management District (BAAQMD). <br /> <br />2017 Study Update <br /> <br />This update prepared in March 2017 addresses only Caltrain impacts, as plans for <br />construction of Caltrain to electrify the system have been delayed. The electrification project <br />was scheduled to begin in March 2017 and now the schedule for electrifying Caltrain has been <br />delayed. The previous analysis predicted a transition to an electrified system; however, some <br />diesel trains were still assumed to continue operating.
