REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 3, 2017 <br /> <br />SUBJECT <br />Cost Reimbursement Agreement between the California High-Speed Rail Authority and <br />the City of Redwood City relating to the California High-Speed Rail Project <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the Standard Agreement <br />between the California High-Speed Rail Authority and the City of Redwood City relating <br />to the California High-Speed Rail Project <br /> <br />BACKGROUND <br />The California High-Speed Rail Authority (“Authority”) is responsible for the planning, <br />design, construction and operation of the California High-Speed Rail Project (“Project”). <br />The Project will involve a new high-speed rail system from San Francisco to the Los <br />Angeles basin and a portion of the Project will be located in Redwood City. The Project <br />is currently in the planning and environmental phase for the segment between San <br />Francisco and San Jose, and those efforts are further defining a “blended” system <br />which will support modernized Caltrain service and high-speed rail service on shared <br />track largely within the existing Caltrain corridor. <br /> <br />ANALYSIS <br />The proposed agreement develops cost reimbursement procedures for City staff time <br />spent in providing technical and engineering review, agreement development, and right- <br />of-way research to the Project as it develops. Though the final Project design is <br />currently being studied by the Authority and has not been finalized, the proposed <br />agreement allows the City to recover costs when staff performs research for or provides <br />information to the Authority. <br /> <br />The Authority’s current business plan indicates a goal of expanding service to the entire <br />route from San Francisco to the Los Angeles basin by 2029. A segment of the Project is <br />now under construction in the Central Valley, and the business plan sets connecting <br />San Francisco and San Jose to the Central Valley as a high priority. In its February <br />update to local policy makers, the Authority indicated that the draft environmental <br />6.1.C. - Page 1
