REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 3, 2017 <br />SUBJECT <br />Dedication Plaque at Courthouse Square <br /> <br />RECOMMENDATION <br />Approve, by motion, a Dedication Plaque to be placed at Courthouse Square. <br />Determine that the project is exempt from CEQA pursuant to CEQA Guidelines Section <br />15061(b)(3) <br /> <br />BACKGROUND <br />On August 8, 2016, the City Council unanimously approved the “Naming of City-Owned <br />Land and Facilities Policy, Monument Policy, and Donation, Sponsorship and City- <br />Related Foundations Grant Policy. <br /> <br />Specifically, the “Monument Policy” establishes criteria and guidelines for the <br />consideration and installation of monuments deemed by the City to be appropriate to <br />serve as the site for a monument. In doing so, the City recognizes that monuments can <br />convey a powerful connection between Redwood City and its history, and in some <br />instances, its future. It is therefore important that the placement of monuments be <br />limited to circumstances of the highest community-wide importance, both to maintain <br />the significance of such monuments and to minimize conflicts with the active and <br />variable use of public spaces. Dedication or memorial plaques, markers, statues or <br />other similar permanent installations may be accepted at the appropriate location <br />approved by City Council. <br /> <br />Additionally, dedication plaques on large City public works projects typically have been <br />installed upon completion of construction. However, there was no such dedication <br />plaque created when the Courthouse Square was completed. <br /> <br />ANALYSIS <br />Hundreds of thousands of people enjoy Redwood City’s Courthouse Square each year. <br />Considered to be “Redwood City’s Living Room,” Courthouse Square is a place to sit <br />and relax; to listen to music during the summer concerts; to assemble and to hold <br />events. It is a special destination for those who live, work and visit Downtown Redwood <br />City. <br /> <br /> <br /> <br />6.1.A. - Page 1
