Betty Moran, President of Senior Affairs Commission, expressed frustration with the <br />situation. <br />Marie Walsh, Senior Affairs Commission member, explained the Medicare system. <br />Kathleen Mahany explained Medicare is handled by Kaiser and a surcharge will be assessed <br />in the near future. <br />M/S Claire /Howard authorized the Mayor to write a letter informing U.S. Government and <br />State officials about certain local medical group's decision, which will impact the seniors <br />of this community. The motion passed by a unanimous voice vote. <br />MINUTE ORDER 00 -280 <br />Recess — 8:50 -9:05 p.m. <br />9. STAFF REPORTS — <br />A. Photo Red Light Enforcement Technology (continued from 7/24/00); (706) <br />Sergeant Steven Blanc explained that photo red light enforcement has been proven to be an <br />effective tool to reduce red light violation related accidents. He further explained how the <br />technology works and the costs for implementation. <br />Janet Borgens asked for an explanation of the electromagnetic loops utilized in this <br />technology. <br />John Flynn, of Lockheed Martin, explained how the electromagnetic loops are magnetic <br />inductors that detect chunks of metal traveling across the road and the transponders pick up <br />a radio frequency. <br />M/S Claire /Hartnett to implement a Photo Red Light Program in five locations throughout <br />the City of Redwood City and report back on results. The motion passed by a unanimous <br />voice vote. MINUTE ORDER 00 -281 <br />10. PUBLIC HEARING — <br />A. <br />i) Encroachment Agreement for Redwood Shores Residential Areas; (304) <br />Engineering and Construction Manager Patterson began by naming committee <br />members present in the audience as Scott Eckardt and Lynn Adams, RSHOA; Mary <br />Morrissey Parden and Mike Gibson, RSOA and the City's consultant Carl Pilnick, Jeff <br />Spiegelman from RCN and Financial Services Director Ponty.
