<br /> SWC : s h 7/26/85 <br /> (h) Notwithstanding the foregoing considerations, this <br />Council further finds that the evidence of the anticipated <br />effects of traffic is not fully conclusive in that it is based on <br />conservative assumptions and projections. Further, there is no <br />clear and convincing evidence that regional, state, or other <br />jurisdictions can or would respond to alleviate the effects of <br />traffic generated by the Project or by other development outside <br />the jurisdiction and control of the City of Redwood City. <br /> (i) The aforementioned traffic effects and any other <br />remaining unavoidable significant effects on the environment not <br />hereinabove or in the ErR addressed as having been reduced to an <br />acceptable level shall be and hereby are, found acceptable by <br />reason of the overriding considerations hereinafter described. <br /> ( j ) This Council has balanced the benefits of the proposed <br />Project against the aforesaid unavoidable environmental risks in <br />determining whether to approve the Agreement. This Council <br />hereby finds that the following overriding considerations require <br />approval of the Agreement notwithstanding the occurrence of the <br />aforesaid significant effects which cannot reasonably be <br />mitigated: <br /> (1 ) The proposed Project will strengthen the local and <br /> regional economic base, and stimulate the local <br /> and regional economy through the creation of new <br /> businesses and employment opportunities in that it <br /> provides for substantial office and research and <br /> development activities. Such economic support is <br /> necessary to meet those present and future <br /> population demands locally and regionally. The <br /> proposed Project will create approximately three <br /> thousand (3,000) to four thousand (4,000) new jobs <br /> (Specific Plan, Exhibit "B" to the Agreement, <br /> citing Traffic Study).
