Section 7. Planned Development Permit PD2016-003: The Planning Commission <br />finds that the project will provide an environment of physical and functional desirability, in <br />harmony with the character of the surrounding neighborhood and Downtown Precise Plan <br />area. <br />that: <br />Section 8. Affordable Housing Plan: The Planning Commission finds that: <br />The affordable housing plan conforms to the Affordable Housing Ordinance and <br />the proposed affordable units comply with the standards in Section 18.272, <br />including without limitation compliance with Section 18.272(B) requiring that <br />the affordable units be made available for occupancy concurrently with the <br />market -rate units; and <br />The proposed affordable rental units would comply with the required standards <br />including providing a comparable quality of construction to onsite market -rate <br />units, making the units available for occupancy at the same time as market - <br />rate units, and ensuring the continued affordability of the units. The affordable <br />units would provide compatible exterior and interior finishes, and the same <br />amenities as the market rate units. This includes the same access to common <br />open space, parking, storage, fitness center, and other onsite facilities. The <br />number of bedrooms and distribution of units within the development would <br />also be comparable to the market -rate units. The affordable units would be <br />available to qualifying very low income households and remain affordable units <br />for a minimum duration of 55 years. <br />2. The affordable units will mitigate the impact of the project on the need for <br />affordable housing. <br />The proposed affordable units mitigate the projects impact on the need for <br />affordable housing by providing 50 affordable units at the very -low income level <br />onsite. This mix of housing affordability will serve a range of users, who will <br />have the same access to amenities, goods and services. <br />Section 9. Affordable Housing Density Bonus: The Planning Commission finds <br />The proposed project would include at least 15 percent of the 198 -unit base <br />project for very low income households, as described in the staff report, and <br />therefore three density bonus concessions are required, although only two <br />concessions are being sought (both for additional building height), in order to <br />provide for affordable dwelling units as specified in Government Code Section <br />65915 and Section 32.19 of the Redwood City Zoning Code. <br />Section 10. The Downtown Planned Community Permit including eleven Guideline <br />deviations, Tentative Map, Condominium Permit, Planned Development Permit, Affordable <br />Housing Plan, and Affordable Housing Density Bonus are hereby approved based on the <br />Planning Commission's consideration and reliance on the Initial Study (IS) and Downtown <br />Precise Plan EIR and in accordance with the plans, details, and descriptions contained <br />therein, attached hereto and incorporated herein by reference, and subject to the following <br />Conditions of Approval: <br />ATTY/RES0.0013/PC RESO 801 BREWSTER <br />REV: 02-03-17 PR <br />Page 5 of 18 <br />
