<br /> 2. An equivalent or superior degree of protection is provideð by the <br /> proposed alternative; and <br /> 3. The variance is based on special circumstances applicable to the <br /> specific storage facility only and not a class or category of storage <br /> facilities. <br /> EXISTING STORAGE FACILITIES <br /> " <br /> , <br /> Sec. 80.106. <br /> Any storage facility in existence as of the effective date of this <br /> article, or any storage facility for which a building permit has been issued <br /> prior to such effective date, which does not meet the standards of this <br /> Article may be permitted if such storage facility is providing storage for <br /> hazardous materials which are liquids or solids at standard temperature and <br /> pressure and a determination has been made by the Fire Prevention Bureau that <br /> the storage provides an acceptable level of safety and protection and that a <br /> monitoring plan has been approved by the Fire ~revention Bureau . <br /> Such monitoring plan shall include a visual inspection of the primary <br /> containment wherever practical. If the visual inspection is not practical as <br /> determined by the Fire Prevention Bureau, an alternative method of monitoring <br /> each storage facility on a quarterly basis shall be submitted to and shall be <br /> approved by the Fire Prevention Bureau. ; <br /> Alternative methods of monitoring may include but are not limited to: <br /> pressure testing of piping system, ground water monitoring wells which are <br /> down gradient and adjacent to the storage facility, vapor analysis within the <br /> wells and analysis of the soil borings at the time of initial installation of <br /> the wells.
