Such <br />suspension shall be effective until such time as the owner <br />presents evidence satisfactory to the Chief of Police that the <br />violation has been corrected. <br /> "The owner of the permit thus suspended may, within ten <br />(10 ) days after such suspension, request that the Chief of Police <br />reconsider such suspension. If the permit holder files a timely <br />request therefor, the Chief of Police shall set a time and place <br />for a hearing thereon, and shall consider all relevant evidence <br />and testimony prior to making a decision. The decision of the <br />Chief of Police is final and no appeal may be made therefrom. <br /> "Section 33.14. All permits or certificates which <br />shall have been suspended, or revoked by the City Council, or <br />Chief of Police shall be surrendered to the City Clerk and the <br />operation of all taxicabs covered by such permits or certificates <br />shall cease and be unlawful. Any owner who shall retire and not <br />replace any taxicab for a period of forty-five (45) days shall <br />immediately surrender to the City Clerk the permit granted for <br />such taxicab. <br /> "ARTICLE III. OPERATING REQUIREMENTS <br /> "Section 33.15. It shall be the responsibility of the <br />owner to assure that every taxicab permitted under its <br />certificate is in safe working order and meets the requirements <br />of the Vehicle Code of the State of California.
