The motion passed by a unanimous voice vote by <br /> those present with Council Member Ruskin absent. MINUTE ORDER 04-184 <br /> M/S Foust/Howard to adjourn the Redevelopment Agency meeting. The motion <br /> passed by a unanimous voice vote by those present. <br />7:40 p.m. - Council Member Ruskin arrived <br />7. PUBLIC HEARING <br /> A. FY 2004/05 General Fund Budget <br /> Director of Finance and Financial Planning Ponty stated that during the June <br /> 2004 budget study sessions, Council directed staff to return with options to either <br /> reduce the expenditures or increase revenues by $1 million. The package <br /> presented of about $1.1 million was split almost equally between revenues and <br /> expenditures. Ponty used a PowerPoint presentation to explain the 2003/04 <br /> General Fund financial results, reserve analysis, revenue increases, expenditure <br /> reductions and the proposed planning cost recovery program. <br /> Mayor Ira opened the public hearing. There was no public comment. <br /> M/S Howard/Bain to close the public hearing. The motion passed by a <br /> unanimous voice vote. <br /> Council made comments related to the proposals that included concern that the <br /> reductions directly related to customer service and affect those in the <br /> community. Questions were asked about some of the areas of reduction such as <br /> the neighborhood survey, performance measures, custodial services and library <br /> automatic self-check training. Questions were asked about the cost recovery <br /> tracking process and the proposed reductions in relation to any future proposed <br /> reductions. <br /> Recommendation: <br /> M/S Foust/Hartnett to: <br /> 1.
