Introduce an ordinance amending theFY 2004/05 general fund budget that <br /> reflects staff's recommendation to implement the Planning Cost Recovery <br /> Policy and prepayment of the CalPERS Employee Contributions. Parks, Recreation and Community Services Strategic Plan 2004 <br /> Parks, Recreation and Community Services Director Centeno stated that the <br /> presentation would be conducted jointly and began with the core purpose, values <br /> in relation to strategic plan, discussion then proceeded to learning by <br /> Commissioner Swope. The focus was then presented by Superintendents Beth <br /> and Hover, ending with feedback from Council. <br /> Council commended staff and the commission on the strategic plan that included <br /> tackling the issue of park space. Council encouraged utilizing users of the <br /> programs in marketing the programs and services and suggested focusing on <br /> passive recreation parks in addition to recreational parks. <br /> B.
