<br /> ADOPT RESOLUTION 14609 OF THE CITY COUNCIL OF THE CITY OF <br /> REDWOOD CITY ADOPTING A COST RECOVERY POLICY FOR THE <br /> PROCESSING OF PLANNING RELATED APPLICATIONS FOR MAJOR <br /> PROJECTS; AMENDING RESOLUTIONS 11333 AND 6882; AND REPEALING <br /> RESOLUTION 11334 <br /> The motion passed by a unanimous roll call vote. <br /> 2. Introduce an ordinance amending theFY 2004/05 general fund budget that <br /> reflects staff's recommendation to implement the Planning Cost Recovery <br /> Policy and prepayment of the CalPERS Employee Contributions. The <br /> ordinance includes the expenditure reduction to the budgets of the City <br /> Manager's department in the amount of earmarked for the ICMA <br /> Performance Measurement Program ($5,000.) and the Neighborhood Survey <br /> ($17,000.); and $2,000. from the City Council budget for the Boards, <br /> Committees and Commissions recognition event: <br /> ORDINANCE APPROPRIATING SPECIFIED AMOUNTS FROM DESIGNATED <br /> UNAPPROPRIATED FUND BALANCES TO SPECIFIED APPROPRIATIONS, <br /> CANCELING CERTAIN APPROPRIATIONS, AND TRANSFERRING SPECIFIED <br /> AMOUNTS FROM DESIGNATED APPROPRIATIONS TO OTHER SPECIFIED <br /> APPROPRIATIONS <br /> The motion passed by a unanimous roll call vote. Parks, Recreation and Community Services Strategic Plan 2004 <br /> Parks, Recreation and Community Services Director Centeno stated that the <br /> presentation would be conducted jointly and began with the core purpose, values <br /> in relation to strategic plan, discussion then proceeded to learning by <br /> Commissioner Swope. The focus was then presented by Superintendents Beth <br /> and Hover, ending with feedback from Council. <br /> Council commended staff and the commission on the strategic plan that included <br /> tackling the issue of park space. Council encouraged utilizing users of the <br /> programs in marketing the programs and services and suggested focusing on <br /> passive recreation parks in addition to recreational parks. <br /> B.
