(P.I £-~ <br />. <br />( <br />~ Request for Support <br /> July 15, 2004 <br /> Redwood Shores Owner's Association, <br /> Redwood Shores Community Association <br /> Dear representatives of the Redwood Shores Owner's Association and Redwood Shores <br /> Community Association, <br /> Weare writing to request your support for the continued existence of an enclosure used <br /> to store boats in a portion of Portside Park. <br /> Back2round: On May 6,2002 the City Council of the City of Redwood City approved a <br /> Revocable Permit for Encroachment and use of a portion of Ports ide Park to Stanford <br /> Rowing and Paddling; c/o Craig Amerkhanian, Department of Athletics, Stanford <br /> University. Shortly thereafter Members of the Stanford Athletic Department Staff and <br /> members of the Stanford Canoe and Kayak Team built the enclosure. Starting in August <br /> of 2002, the Stanford Canoe and Kayak Team (SCKT) and Stanford Crew began giving <br /> lessons to residents who formed the Redwood Shores Rowing & Paddling Club as a <br /> result. Starting in October of 2002, the SCKT and Stanford Crew began practicing out of .. <br /> the enclosure. This marked the first time that Stanford Crew had practiced on this <br /> waterway during the fall. However, the SCKT had practiced here in the Fall of2001 as <br />, well as the Winter and Spring of2002. In the Spring of2003, Stanford Crew ceased using <br /> the enclosure with the completion of the Stanford Rowing and Sailing Center at 300 <br /> Cardinal Way at the Port of Redwood City, although they continued normal springtime <br /> practice from Paragon Point. The Canoe and Kayak Team and Redwood Shores Rowing <br /> & Paddling Club continued to use the enclosure. Two years after the initial approval of <br /> the permit, on May 5th, 2004 The Redwood Shores Architectural Design Board (ADB) <br /> pulled their support of the enclosure. The Board had originally approved the drawings for <br /> the enclosure on April 25t\ 2002. The concerns of the ADB were discussed at the June <br /> 23rd, 2004 meeting of the Redwood City Parks and Recreation Commission. The <br /> Commission directed SCKT to seek to reaffirm in writing the approval of the Redwood <br /> Shore Community Association and the Redwood Shores Owners Association for <br /> continuance of the enclosure and related use of the lagoon. <br /> The concerns of the ADB fall into three categories: issues concerning the legalities of the <br /> permit, issues regarding the use of the physical enclosure and issues concerning the use <br /> of the lagoon. We addressed the issues concerning the permit and the use of the physical <br /> enclosure at the Parks and Recreation Commission meeting and can provide that full <br /> letter and binder. Below, we will summarize our proposed solutions for the revocable <br /> permit, the physical enclosure as well as the use of the lagoon. <br /> The Permit: With regard to the revocable permit, the ADB raised three issues: I) that <br />I the permit to the party does not exist, 2) that the enclosure has been abandoned and 3) <br /> that the group using the enclosure does not have university oversight. <br /> -'.'. .- <br />
