"Stanford <br /> Rowing and Paddling" had been meant to represent the fact that the enclosure would be <br /> used by both the Stanford Crew Team (Rowing) and the Stanford Canoe and Kayak <br /> Team (Paddling). The permit's original contact person was Craig Amerkhanian, Director <br /> of Rowing and coach of the Crew Team at Stanford. However, all related City Council <br /> reports, Parks and Recreation Commission reports and insurance documentation site both <br /> parties and the understanding was that this permit was a permit for Stanford University. <br /> In fact, it would not be possible for Stanford Rowing and Paddling to enter into a contract <br /> because it has no legal existence separate from Stanford University. The only capacity in <br /> which Stanford Rowing and Paddling could have contracted is through and on behalf of <br /> Stanford University. <br /> Second, the ADB claims that over the past year the Party to the permit has abandoned the <br /> enclosure, that the enclosure is now being used by a different group and that this new use <br /> has "caused community complaints, controversy and serious property issues". The <br /> allegation has been made in reference to the fact that Stanford Crew no longer uses the <br /> enclosure. However, as already stated, the Party to the original permit was "Stanford <br /> Rowing and Paddling" which referred to both Stanford Crew and the SCKT and <br /> ultimately, Stanford University. The SCKT has used the enclosure since it was built and <br /> continues to use it in an unchanged manner. If anything, the impact on the community ... <br /> should be reduced by the fact that Stanford Crew no longer practices at Redwood Shores. <br />t Crew boats are significantly larger and noisier than kayaks. <br /> Third, as a registered student organization, the SCKT operates under the auspices of the <br /> Office of Student Activities and is directly responsible to it. The Office of Student <br /> Activities operates under the auspices of the Dean of Students. The Dean of Students <br /> operates under the auspices of the Board of Trustees of the Leland Stanford Junior <br /> University. Finally, the only capacity in which any part of Stanford University may <br /> contract is on behalf of the Board of Trustees of the Leland Stanford Junior University <br /> thus the permit is and has been an agreement with the Board of Trustees all along. <br /> The SCKT recognizes that there is a problem in the way that the permit has been assigned <br /> and in order to clarify these issues, the SCKT proposes that the permit be assigned to <br /> the Office of Student Activities at Stanford University and the contact person listed <br /> as "The Current Assistant Director of Student Activities" Carolina Garcia is currently <br /> the Assistant Director of Student Activities who acts as our advisor. This would, in effect, <br /> show the support of the Office of Student Activities. In addition, this assignment would <br /> address the Architectural Board's concern about the perceived lack of control over the <br /> group using the enclosure. Specifically, the SCKT operates under the control of the <br /> Office of Student Activities which will be the Party to the permit. <br />Þ Use of the Phvsical Enclosure: With regard to the use of the physical enclosure, the <br /> ADB raised one issue with regard to the amount of water used when washing boats after <br />
