Specifically, the ADB raised the issue that more water is used to wash the boats <br /> after practice now than when the pennit was issued because the SCKT now stores many <br /> more boats in the enclosure. However, only an average of six athletes attend anyone <br /> practice, consequently they only use (and wash) a tiny portion of the total boats stored. <br /> The SCKT recognizes that no one has ever monitored the water usage in that Park since <br /> our arrival, so the SCKT proposes that Parks and Recreation establish a "baseline <br /> for water usage" for the park as well as a "threshold water usage" and that a <br /> representative from the Parks and Recreation Department inform the SCKT if that <br /> threshold for water usage is ever breached so that the SCKT can respond with less <br /> water usage. If that threshold water usage continues to be breached for six <br /> consecutive months, the Parks and Recreation Department can recommend to the <br /> City Council to revoke the permit. We hope that this agreement on the part of the <br /> SCKT will demonstrate that we are sincere in our wish to maintain good relations with <br /> the Redwood Shores Community and with the City of Redwood City <br /> Lae:oon Use and Impact on the Community: While issues of Lagoon use have no direct <br /> bearing on the pennit for the enclosure to store boats, We would.like to address them in <br /> seeking the full support of the Redwood Shore Owner's Association and the Redwood <br /> Shores Community Association. The ADB has raised concerns about the changing use of <br /> the enclosure and its impact on the community. Specifically, the ADB has raised four ~ <br /> issues: community support, use of private docks, safety and noise. <br />i First, in reference to community complaints, the SCKT has obtained eight letters of <br /> support from the community immediately surrounding the enclosure. These neighbors <br /> continually stress that the enclosure has improved their community. Four of the letters <br /> are from all four houses with fence lines that border the parks where the enclosure is built <br /> which would constitute 100% support from the four most affected homes in Redwood <br /> Shores. We spend more time at the enclosure than in front of anyone single house on the <br /> waterway. We are constantly moving when practicing on the water and spend 10 minutes <br /> or less in front of anyone waterfront home during a one hour practice; however we spend <br /> at least twenty minutes prior to practice and thirty minutes after practice at the enclosure <br /> getting boats out before practice and washing and storing boats after practice. We hope <br /> that these letters will be regarded as important because of the significance of these <br /> residents' experience with the SCKT, which is far greater than with any other set of <br /> homeowners on the waterway. Residents state that the enclosure has driven out gangs that <br /> previously hung out under the bridge and caused noise, graffiti and litter. One resident <br /> states, "Alcohol, drugs, loud music, debris, public urination, and gang graffiti were <br /> commonplace...This meeting place is no more." Furthennore, residents state that the <br /> enclosure has not created any problems for them, that it is a fine addition to the <br /> community and that the athletes who use it are quiet and respectful. <br /> Second, prior to the start of practice in the Fall of 2003, the team sought both verbal and <br /> written approval to access docks for convenience of water rescues. The team was very <br />a well received along Quay Lane and Starboard Drive. We would add here that docks are <br /> not required for water rescues as the lagoon is very shallow in many places and athletes <br /> _..~.. - <br />
