"'(f) Any fireworks that remain unfired after the supervised <br />public display is concluded shall be immediately disposed of in a way <br />safe for the particular type of fireworks remaining. <br />"'Section 78.104 (a) It shall be unlawful for any person <br />(including associations, corporations, clubs or other organizations) to <br />possess, store, offer for sale, expose for sale, or sell at wholesale or <br />retail any fireworks except pursuant to a temporary fireworks sales <br />permit issued hereunder by the Chief. <br />"'(b) The Chief shall have the authority to adopt reasonable rules <br />and regulations for the granting of temporary fireworks sales permits, <br />and such permits shall include such reasonable conditions and <br />requirements as, in the opinion of the Chief, are necessary or proper to <br />eliminate hazard to property or danger to any person. <br />"'(c) Temporary fireworks sales permits shall permit only the sale <br />of 'sale and sane' fireworks (as that term is defined in 12504 of the <br />Health and Safety Code of the State of California) . Such permits <br />permitting sales at retail shall permit such sales only during the period <br />which such fireworks may be sold or offered for sale at retail pursuant <br />to Section 12703 of the Health and Safety Code of the State of <br />California. <br />"'(d) The person applying or a temporary fireworks sales permit <br />shall, at the time of application, submit for inspection the applicant's <br />license issued by the State Fire Marshal, and (if_ applicable) furnish <br />proof of coverage of such compensation insurance as is required by the <br />State of California for any employees of the applicant. The applicant <br />shall file with the Chief a bond issued by an authorized surety insurance <br />company approved by the City, conditioned upon the applicant's payment, <br />in at least the minimum amounts hereinafter set forth, of all damages to <br />persons or property, including loss of life and loss of use of property, <br />which shall or may result from or be caused by the operation proposed to <br />be permitted, or any negligence on the part of the applicant, or of the <br />-17- <br />
