"(3) Two copies of the plan of development, drawn to scale, which show the nature, location, dimensions and ele- vations of the area of the development; existing and proposed structures; and the placement of fill mate- rials and drainage facilities. Said plan shall speci- fically state the following: "(i) The elevation (in relation to the mean sea level) of the lowest habitable floor (includ- ing basement) of all structures, Whether or not such structure shall contain a basement, "(iii) The elevation (in relation to the mean sea level) to which any nonresidential building has been floodproofed, and "(iv) A description of the extent to which any water- course will be altered or relocated as a result of the proposed development. "(b) At the time application for said permit is made, appli- cant shall submit to the Building Department the following documents: "(1) Evidence that all necessary permits have been obtained from those governmental agencies from which approval is required by federal and state law, including Section 404 of the Federal Water Pollution Control Act. "(2) Where required by the regulations set forth herein, certification by a registered professional engineer or architect that the proposed development meets floodproofing standards set forth herein. "Section 41.9. General Regulations. The following general standards shall be applied in reviewing all applications for all flood zone development permits. "(a) All construction and substantial improvement of struc- tures, including but not limited to prefabricated build- ings and mobile homes, shall: "(1) Be anchored to prevent flotation, collapse or lateral movement of said structures during a base flood, "(2) Be constructed with materials and utility equip- ment which are resistant to flood damage, and "(3) Be constructed using methods and practices which minimize flood damage. "(b) All new and replacement water supply systems shall be located, designed, and constructed to minimize or elimi- nate infiltration of floodwaters into the system.
