"(3) Two copies of the plan of development, drawn to scale, <br />which show the nature, location, dimensions and ele- <br />vations of the area of the development; existing and <br />proposed structures; and the placement of fill mate- <br />rials and drainage facilities. Said plan shall speci- <br />fically state the following: <br />"(i) The elevation (in relation to the mean sea <br />level) of the lowest habitable floor (includ- <br />ing basement) of all structures, <br />Whether or not such structure shall contain a <br />basement, <br />"(iii) The elevation (in relation to the mean sea <br />level) to which any nonresidential building has <br />been floodproofed, and <br />"(iv) A description of the extent to which any water- <br />course will be altered or relocated as a result <br />of the proposed development. <br />"(b) At the time application for said permit is made, appli- <br />cant shall submit to the Building Department <br />the following documents: <br />"(1) Evidence that all necessary permits have been <br />obtained from those governmental agencies from <br />which approval is required by federal and state <br />law, including Section 404 of the Federal Water <br />Pollution Control Act. <br />"(2) Where required by the regulations set forth herein, <br />certification by a registered professional engineer <br />or architect that the proposed development meets <br />floodproofing standards set forth herein. <br />"Section 41.9. <br />General Regulations. The following general <br />standards shall be applied in reviewing all applications for all <br />flood zone development permits. <br />"(a) All construction and substantial improvement of struc- <br />tures, including but not limited to prefabricated build- <br />ings and mobile homes, shall: <br />"(1) Be anchored to prevent flotation, collapse or <br />lateral movement of said structures during a base <br />flood, <br />"(2) Be constructed with materials and utility equip- <br />ment which are resistant to flood damage, and <br />"(3) Be constructed using methods and practices which <br />minimize flood damage. <br />"(b) All new and replacement water supply systems shall be <br />located, designed, and constructed to minimize or elimi- <br />nate infiltration of floodwaters into the system. <br />
