the payment of such double fee shall not relieve any persons from fully complying with requirements of this Code in the execution of the work nor from any other penalties prescribed herein. "'(b) When plans and specifications or other data are required to be submitted pursuant to subsection (c) of Section 302 of the Building Code, a plan review fee shall be paid at the time of such submission. A presite inspection fee shall be paid at the time the application for a building permit is filed. The plan review fee or the presite inspection fee shall be charged at the rate of sixty-five (65) per cent of the building permit fee as determined by the provisions of Section 304(a) of the Building Code. "'(c) Applications for which no permit is issued within 180 days following the date of application shall expire by limitation and plans and other data submitted for review may thereafter be returned to the applicant or destroyed by the building official. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon request by the applicant showing that circum- stances beyond the control of the applicant have prevented action from being taken. No application shall be extended more than once. In order to renew action on an application after expiration, the applicant shall resubmit plans and pay a new plan review fee. I'V(d) Application submitted to the building department requesting inspection for the purpose of determining compliance with City Building, Housing, Plumbing, Electrical and Mechanical Codes shall be accompanied by a nonrefundable fee for such service computed in accordance with the following schedule: 111(1) Forty-five dollars ($45.00) for each detached single-family dwelling. 111(2) Forty-five dollars ($45.00) plus ten dollars ($10.00) for each additional unit for duplexes and multi -family dwelling units."' "Section'9.43 Section 308 is hereby added to the 'Building Code to read as follows: "'Section 308 (a) No building permit or certificate of occupancy shall be issued by the Building Official if the structure to be constructed or altered or the parcel of property in connection with which the permit or certificate is applied for fails to comply in any respect with the provisions of the following ordinances or provisions of the Code of the City of Redwood City as they now exist or as they may be from time to time amended: (1) Articles VI, Vil, and VIII of Chapter 9 of the Code of the City of Redwood City (Mechanical Code, Plumbing Code, Electrical Code, respectively). 111(2) Article II of Chapter 12 of the Code of the City of Redwood City (Fire Prevention).
