REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 24, 2017 <br /> <br />SUBJECT <br />Amendment No. 1 to Professional Services Agreement with West Yost Associates, Inc. <br />for Construction Management and Inspection Services in support of the construction of <br />the Bair Island Storm Drain Pump Station <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 to <br />Agreement for Professional Services with West Yost Associates, Inc. (West Yost) in the <br />amount $48,654, for an aggregate amount of $235,703, to provide Construction <br />Management and Inspection Services in support of the construction of the Bair Island <br />Storm Drain Pump Station <br /> <br />BACKGROUND <br />The existing Bair Island Storm Drain Pump Station (BISDPS) was constructed circa <br />1974 as part of the Bair Island Road Improvements Project. Coupled with the increased <br />development within Bair Island area, the reliability of this pump station became more <br />important. The existing pump station consists of two vertical shaft mixed-flow 40 <br />horsepower pumps, a manual trash rack and 24” diameter discharge force main. The <br />pump station receives flow from the storm collection system along Bair Island Road and <br />pumps it into Redwood Creek. <br /> <br />The pump station is also being relocated in advance of the future vehicular bridge which <br />would cross over Redwood Creek, extending from Blomquist Street to Bair Island Road. <br />It is anticipated that the existing pump station is also in conflict with the future bridge <br />abutments thus requiring the need to relocate the pump station. <br /> <br />A Request for Proposals for Construction Management & Inspection service for the Bair <br />Island Storm Water Pump Station Project was sent on November 8, 2013 to a pre- <br />qualified list of firms. Proposals were received on December 6, 2013 from two firms: <br />West Yost Associates, Inc. and Kennedy/Jenks Consultants. A staff panel ranked the <br />proposals based on understanding of the project purpose, method of execution <br />pertaining to construction management and inspection, expert knowledge, and past <br />experience with similar projects. Based on the above criteria, West Yost Associates, <br />Inc. ranked higher than Kennedy/Jenks Consultant. After the selection process, cost <br />negotiation began with West Yost Associates, Inc. which led to Council approving a <br />contract with West Yost on March 10, 2014. <br /> <br />6.1.A. - Page 1
