REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 24, 2017 <br /> <br />SUBJECT <br />Award of Contract – 2016-2017 Watermain Replacement Project – Phase I <br /> <br />RECOMMENDATION <br />By motion, approve the contract documents and award the standard form contract <br />00520 for the 2016-2017 Watermain Replacement Project – Phase I to Con-Quest <br />Contractors, Inc. of San Francisco for their responsive and responsible low bid of <br />$2,038,840, authorize the City Manager to increase the contract amount, if necessary, <br />up to 10% of the amount awarded, not to exceed $2,242,724, and find that the <br />proposed project is categorically exempt from the requirements of the California <br />Environmental Quality Act (CEQA) under CEQA Guidelines Section 15302 <br /> <br />BACKGROUND <br />On October 10, 2011, the City Council accepted the Water System Master Plan Report <br />and directed staff to move forward with specific recommendations for future Council <br />consideration. The Water System Master Plan prioritized the system pipeline <br />replacement into seven priorities or programs to improve the reliability of the system <br />and provide improved fire protection. <br /> <br />ANALYSIS <br />The City has replaced all priority one water mains with a few exceptions that were put <br />on hold due to various factors such as coordination with other utility projects. The 2016- <br />2017 Watermain Replacement Project – Phase I will replace “priority two” water mains. <br />These are the remaining water mains four inches in diameter or smaller not included in <br />the priority one program. The project scope of work includes replacing approximately <br />6,150 linear feet of deteriorated cast iron and galvanized iron water pipeline with more <br />durable six-inch and eight-inch PVC pipes in the Oaknoll/Edgewood Park <br />Neighborhood. The water service laterals within the project area will be upgraded to 1.5- <br />inch Polyethylene pipes at the minimum. Nine (9) existing fire hydrants will be replaced <br />while three (3) new fire hydrants will be added to the project area. The project will <br />improve fire flows and water quality. Please see attached project location map. <br /> <br />The five (5) bids received at the bid opening on March 29, 2017 are summarized in the <br />table below. <br /> <br /> <br />6.1.F. - Page 1
