<br /> <br /> <br />Bidder Bid Amount <br />Con-Quest Contractors, Inc. – San Francisco $2,038,840.00 <br />Cratus, Inc. – San Francisco $2,086,300.00 <br />D & D Pipelines, Inc. – San Anselmo $2,104,800.00 <br />Ranger Pipelines, Inc. – San Francisco $2,125,960.00 <br />California Trenchless, Inc. – Hayward $2,526,200.00 <br /> <br />Engineer’s Estimate $1,500,000 to <br />1,600,000.00 <br />Recommended Bidder: Con-Quest Contractors, Inc. <br />Substantiation: Con-Quest Contractors, Inc. is the lowest responsive and responsible bidder. <br /> <br />The low bid of $2,038,840.00 submitted by Con-Quest Contractors, Inc. is <br />approximately 27% higher than the maximum of the engineer’s estimate of <br />$1,600,000.00 for project construction cost. This difference may be due to increases in <br />material and labor costs and changes in other competitive market conditions. The <br />engineer’s estimate was determined based on construction costs of watermain <br />replacement projects from the last few years. However, construction costs have <br />escalated significantly since that time. Based on the bids received, staff believes that <br />the low bid is reasonable, balanced and recommends awarding the contract to Con- <br />Quest Contractors, Inc. Their bid is 7% lower than the average of all the bids received <br />and the three lowest bids are within 3% of one another. In addition, Con-Quest <br />Contractors, Inc. has successfully completed similar projects in the past and is a <br />qualified contractor. <br /> <br />The 2017 Watermain Replacement Project is an ongoing project per the Water System <br />Master Plan. No projects will be delayed due to the higher bid price. There are sufficient <br />funds to cover this overage. However, the next project scope (per the Water System <br />Master Plan) may need to be adjusted to account for the higher bid price and the higher <br />construction costs expected with all future projects. <br /> <br />Construction is expected to begin in June 2017, and conclude within 150 calendar days. <br />The City will give notice to all residents and businesses that might be affected by the <br />construction. Additionally, the contractor is obligated to provide notice to area residents <br />and businesses two weeks prior to the start of work on each street and/or two days prior <br />to any interruption of water service. Signage that contains project information will be <br />posted at the construction sites and construction updates will be available on the City’s <br />website. <br /> <br />ALTERNATIVES <br />The Council may choose not to award the contract and direct staff to redesign and/or <br />rebid this project.
