increase replacement costs and may result in pipe breakages that could interrupt <br />service, damage roadways and/or private property. <br /> <br />FISCAL IMPACT <br />The total project cost including 10% for construction management and a 10% <br />contingency fund is approximately $2,450,000.00. Funds for the general work of this <br />project have been approved and appropriated in the Fiscal Year 2016/17 budget as <br />Water Fund Capital Projects – Distribution System Replacement Program which has an <br />available balance of $3,545,822.35 as of February 28, 2017. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the 2016-2017 <br />Watermain Replacement Project – Phase I meets the California Environmental Quality <br />Act (CEQA) exemption criteria as set forth in Section 15302(C) (replacement or <br />reconstruction of existing utility system and/or facilities involving negligible or no <br />expansion of capacity). Furthermore, this project has been designed compliant with the <br />City’s Engineering Standards and currently accepted practices. <br /> <br />This project does not require a National Pollutant Discharge Elimination System <br />(NPDES) General Permit for stormwater discharges associated with construction and <br />land disturbance activities pursuant to Attachment A.2 of Order No. R3-2015-0049, <br />NPDES Permit No. CAS612008, which exempts projects to update existing lines and <br />facilities.
