REPORT To the Honorable Mayor and City Council From the City Manager April 24, 2017 SUBJECT Final Acceptance - 2015-2016 Water Main Replacement Project RECOMMENDATION By motion, accept the 2015-2016 Water Main Replacement Project and authorize the release of bonds and retention according to City procedures BACKGROUND In 2011, the City Council approved the Water System Master Plan. This plan established priorities for systematically replacing sections of aging water main infrastructure. This approach ensures the continued reliability of the system and provides improved fire protection. Annually, Community Development Department staff identifies and targets for replacement pipeline sections that have experienced service disruptions, excessive maintenance requirements, or capacity limitations due to age and size. The 2015-2016 Water Main Replacement project replaced “priority one” water mains which are generally water mains 4-inches in diameter or smaller. ANALYSIS On July 25, 2016, the City Council awarded the construction contract for the 2015-2016 Water Main Replacement Project to Casey Construction, Inc. of Redwood City in the amount of $632,498.00. Approximately 2,940 linear feet of deteriorated and undersized cast iron and galvanized iron water pipeline were replaced with more durable PVC pipe. Improvements also included upgrade of residential water services laterals to 1.5-inch polyethylene pipes, replacement of old fire hydrants, and water valves to improve the quality, performance and reliability of the water system for customers. The project area included the distribution and transmission systems within City of Redwood City right of way and other segments on San Mateo County unincorporated area of Emerald Lake Hills, as shown on the attached map. The project has been completed in accordance with the plans and specifications and within the timeframe allowed by contract for a total cost of $635,325.23, which is 0.45% more than the original bid amount. The change orders issued on this project are due quantity adjustments and modifications to the design due to unforeseen field conditions. ALTERNATIVES Council may choose not to accept the project or authorize the release of bonds and retention; however, this would be contrary to the terms of the contract, prior Council action and public contracting code. 6.2.A. - Page 1
