REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 24, 2017 <br /> <br />SUBJECT <br />Final Acceptance – 2015-2016 Asphalt Rubber Cape Seal and Spot Repair Project <br /> <br />RECOMMENDATION <br />By motion, accept the 2015-2016 Asphalt Rubber Cape Seal and Spot Repair Project, <br />and authorize the release of bonds and the retention according to City procedures <br /> <br />BACKGROUND <br />The City’s Roadway Management Program addresses on-going roadway pavement <br />repair and replacement needs. The Roadway Management Program inventories, <br />assesses, and tracks maintenance of the City’s roadways. The 2015-2016 Asphalt <br />Rubber Cape Seal and Spot Repair Project is part of the Roadway Management <br />Program. An asphalt rubber cape seal is generally used on lower traffic volume on <br />residential roadways. <br /> <br />Roadway pavements require repair and regular maintenance for a variety of reasons, <br />including deterioration due to aging, trenching, traffic loads, weather, and intrusive tree <br />roots. Cape seals are a cost-effective preventive maintenance measure that provides a <br />new wearing surface, seals and protects the underlying pavement from damage due to <br />weather, and extends the useful life of the pavement. Prior to the application of the cape <br />seal, larger cracks in the surface were filled with sealant. The project also included the <br />installation of 120 curb ramps where they didn’t exist, in compliance with the Americans <br />with Disabilities Act and the City’s complete streets goals. <br /> <br />ANALYSIS <br />On June 27, 2016, Council awarded the 2015-2016 Asphalt Rubber Cape Seal and <br />Spot Repair Project to American Pavement Systems, Inc. of Modesto. The project was <br />awarded for a base bid of $3,177,892.75. Construction began in August 2016 and <br />concluded in December 2016. The project was successfully completed in accordance <br />with City specifications. Two contract change orders resulting in a cost reduction of <br />$204,976.20 were issued for quantity adjustments and changes to the project scope. <br />The final contract amount is $ $2,972,916.55, which is approximately 6% less than the <br />initial contract amount. <br /> <br />This project improves the City’s overall roadway pavement condition by providing a <br />protective layer of cape seal and microsurfacing (slurry) seal over various roadway <br />6.2.C. - Page 1
