ANALYSIS <br />Traffic and parking issues are those that have the potential to be the most impactful to <br />the immediate neighbors and adjoining neighborhoods. The project site is located at the <br />Red Morton Park campus, which is located within a residential neighborhood. Given the <br />setting, the adjacent low density residential uses and the comments received during the <br />NOP comment period, staff believes that the additional traffic and parking analysis is <br />warranted. <br /> <br />Typical project-related traffic studies analyze potential impacts to the weekday peak AM <br />and PM time periods. Generally, weekend traffic analysis is not necessary. For this <br />project, however, the community center and recreational uses warrant the additional <br />weekend trip analysis. <br /> <br />In light of the comments and concerns raised during the NOP period, staff believes that <br />a parking demand analysis would be beneficial as well. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the contract amendment and ask staff to administer <br />an RFP for additional scope/tasks. <br /> <br />FISCAL IMPACT <br />The City has allocated $5,000,000 toward the Project with $4,000,000 coming from <br />Parks Impact Fees (development fees) and $1,000,000 from Stanford University’s <br />development agreement with the City. Through the Exclusive Negotiating Agreement <br />with the YMCA of Silicon Valley (YMCA-SV), the future financial commitments include <br />the following: <br />· The City and the YMCA-SV will share equally in the design costs associated with <br />the master planning process and Phase I improvements. <br />· The City will assume all fees and expenses associated with future zoning, <br />entitlements and permitting for the Project. <br />· The City will pay the costs incurred in connection with the environmental review <br />requirements associated with the development of the Project pursuant to CEQA, <br />and the YMCA-SV will reimburse the City for fifty percent (50%) of all CEQA <br />costs once there is a determination for a Project. <br /> <br />The costs associated with the amended professional services agreement will come from <br />the Project fund. <br /> <br />ENVIRONMENTAL REVIEW <br />The agreement is not a project under CEQA as defined in CEQA guidelines, Section <br />15378, because the agreement itself has no potential for resulting in either a direct or <br />foreseeable physical change in the environment. A full EIR will be prepared for the <br />proposed Project. <br /> <br />6.1.A. - Page 2
