Powers & Associates, Inc. for <br />the preparation of an Environmental Impact Report in accordance with the California <br />Environmental Quality Act (CEQA) Guidelines for the Veterans Memorial Senior <br />Center/YMCA Joint Project <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 to the <br />Professional Services Agreement with David J. Powers & Associates, Inc. in the amount <br />of $30,590, for a total contract amount of $124,802, for the preparation of an <br />Environmental Impact Report in accordance with the California Environmental Quality <br />Act (CEQA) Guidelines for the Veterans Memorial Senior Center/YMCA Joint Project <br /> <br />BACKGROUND <br />On October 17, 2016, the City Council authorized the contract with David J. Powers & <br />Associates for the preparation of an Environmental Impact Report (EIR) for the <br />Veterans Memorial Senior Center/YMCA Joint Project. <br />The City released the Notice of Preparation (NOP) of the EIR on November 11, 2016 <br />and held an EIR scoping session public hearing with the Planning Commission on <br />December 6, 2016. Staff received over 35 comments via email, letter, and public <br />comment during the NOP period. Many commenters expressed concerns with potential <br />traffic and parking issues that may be generated by the proposed project. Based on <br />these comments, staff proposes additional traffic data collection. Staff also recommends <br />that a parking analysis be performed. <br />Additional traffic data collection would include weekend traffic data collection and level <br />of service (LOS) analysis, addition of the Madison Avenue/Myrtle Street intersection, an <br />analysis of existing parking demand at the Hudson Street YMCA and the Veterans <br />Memorial Senior Center, and development of a Traffic Demand Management (TDM) <br />Plan for the proposed project. David J. Powers & Associates provided a cost estimate of <br />$30,590 to perform the additional work. This, added to the original contract amount of <br />$94,212, would bring the total cost of environmental consulting services to $124,802. <br /> <br />6.1.A. - Page 1
