replace approximately 18,149 lineal feet of 6-inch, 8-inch, 10-inch and 12-inch vitrified <br />clay pipe (VCP) sewer main with new 6-inch, 8-inch and 15-inch polyvinyl chloride pipe <br />(PVC), 261 sanitary sewer manholes, 427 sanitary sewer laterals, 4,209 linear feet of 4- <br />inch and 6-inch cast iron pipe (CIP) with new 6-inch and 8-inch polyvinyl chloride pipe <br />(PVC), 123 water lateral service connections and 8 fire hydrants. <br /> <br />ANALYSIS <br />Four bids were received for the 2016-2017 Sanitary Sewer and Watermain Replacement <br />Project by the bid deadline on April 5, 2017. The bid amounts are summarized in the table <br />below. <br /> <br />BIDDER BID AMOUNT <br />Casey Construction Inc.- Emerald Hills $5,673,478.00 <br />K.J. Woods Construction Inc.- San Francisco $6,978,000.00 <br />Cratus Inc.- San Francisco $7,972,235.00 <br />Ranger Pipelines Inc.- San Francisco $9,015,600.00 <br />ENGINEER’S ESTIMATE $5,570,000.00 <br /> <br />The low bid of $5,673,478.00 submitted by Casey Construction Inc. is 1.86% higher <br />than the engineer’s estimate of $5,570,000.00 for the cost of construction. Staff <br />reviewed several references provided by Casey Construction Inc. for similar completed <br />projects. The references provided satisfactory feedback in regards to accountability and <br />performance of the contractor. Based on the bids received and feedback from the <br />references, staff believes that the low bid is reasonable and recommends awarding the <br />contract to Casey Construction Inc. <br /> <br />Construction is anticipated to begin in July 2017, and conclude in January 2017. <br />Notification of the proposed work will be mailed to area residents, property owners, <br />business owners, and schools in June 2017. The contractor is required to distribute <br />an additional notice 14 days in advance of the start of work in their immediate area. <br />Updates on the progress of construction will be available on the City’s website. <br /> <br />ALTERNATIVES <br />Council may choose not to award the contract and request staff to redesign and/or offer <br />this project again for public bid. <br /> <br />FISCAL IMPACT <br />Funds for the 2016-2017 Sanitary Sewer and Watermain Replacement Project were <br />previously approved and appropriated in Fiscal Year 2016-17 budget as Sewer <br />Fund Capital Projects – Collection System Replacement Program and Water Fund <br />Capital Projects – Distribution System Replacement Program with an available balance <br />6.1.B. - Page 2
