REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 8, 2017 <br /> <br />SUBJECT <br />Final Acceptance - Recycled Water Project Main City Distribution System Phase 2A - <br />Bid Package 10 Project <br /> <br />RECOMMENDATION <br />By motion, accept the Recycled Water Project Main City Distribution System Phase 2A - <br />Bid Package 10 Project and authorize the release of bonds and retention according to <br />City procedures <br /> <br />BACKGROUND <br />The Phase 1 of the Redwood City Recycled Water Project has been designed and built <br />in smaller, separate projects over the past nine years. Phase 1, which was located <br />northeast of Highway 101, was fully constructed in 2010. The “Phase 2A – Bid Package <br />10” is the first project of Phase 2. It extended the recycled water transmission and <br />distribution system to Downtown Redwood City. The project included installation of a <br />30-inch pipe under Walnut Street from Highway 101 to the Marshall Street intersection. <br />It also included installation of a 24-inch pipe crossing underneath Highway 101. This <br />project prepares the system for future improvements to serve downtown and other <br />service areas west of Highway 101. A project location map is attached. <br /> <br />ANALYSIS <br />On February 22, 2016, the City Council awarded the construction contract for the <br />Recycled Water Project Main City Distribution System Phase 2A – Bid Package 10 <br />Project to K.J. Woods Construction, Inc. of San Francisco for the responsive and <br />responsible low bid of $1,838,000.00. Construction began in April of 2016 and ended in <br />September of 2016. A total of 231 linear feet of 24-inch ductile iron pipe and 1,978 <br />linear feet of 30-inch high-density polyethylene (HDPE) pipe were installed. <br /> <br />The project has been completed and approved by the City Engineer in accordance with <br />the plans and specifications. Six contract change orders were issued for quantity <br />adjustments and for work adjustments due to unforeseen field conditions, resulting in a <br />net cost increase of $55,687.50, 3.03% of the contract amount. <br /> <br /> <br /> <br /> <br />6.2.A. - Page 1
