work would also be necessary to determine appropriate stabilization methods <br />for temporary and permanent cut slopes. The estimated total cost for the <br />Hillside Location is $8.6 million. <br /> <br />ANALYSIS <br />The EIR evaluated: Aesthetics, Biology, Geology, Hazards and Noise. Impacts to <br />Aesthetics and Geology were found to be less than significant for the Proposed <br />Project. Biology, Noise and Hazards impacts were found to be potentially significant <br />and require mitigation to reduce impacts to a less-than-significant level. <br /> <br />· Biology – potential impacts relating to tree removal, nesting birds, bats <br />and dusky-footed woodrat. Mitigation measures require site survey of nesting <br />birds, bats and woodrat houses and protection from disturbance during <br />construction. Mitigation measures also require removal of non-native plants on <br />site, planting of replacement trees and implementation of tree protection <br />measures during construction. <br /> <br />· Hazards and Hazardous Materials – potential impacts relating to the use <br />or accidental release of hazardous materials during construction. <br />Mitigation measures require pre-demolition survey of lead based paint and <br />training staff and implements excavation measures to avoid rock and soil <br />with naturally occurring asbestos. If encountered, the soil shall be removed <br />and disposed of at an appropriate facility. <br /> <br />· Noise – potential noise impacts during construction activities. Mitigation <br />measures require properly maintained equipment, minimization of idle time, <br />limits on construction hours and use of temporary noise buffers to shield <br />adjacent properties. <br /> <br />As noted above, all of the Proposed Project’s potential impacts would be reduced to a <br />less-than-significant level with the mitigation measures. The Mitigation Monitoring and <br />Reporting Program (MMRP) (Attachment 1, Exhibit B) sets forth all mitigation measures <br />that would be required for the project. <br /> <br />The Hillside Alternative provides similar, but not equal, environmental impacts as <br />compared to the Proposed Project: <br /> <br />· Biology - 66 native trees would be removed to construct the Hillside Alternative, <br />compared with the removal of 53 trees for the Proposed Project. <br /> <br />· Geology and Soils - Under the Hillside Alternative, construction may impact slope <br />stability for both temporary cuts during construction and long-term stability of <br />permanent slopes related to seismic events such as earthquakes. In order to <br />mitigate these impacts, a geotechnical report would be prepared to address <br />slope stability and to identify design recommendations to achieve acceptable <br />safety factors. <br /> <br />8.A. - Page 4
