Similar to the Proposed Project, all of the Hillside Alternative’s potential impacts would be <br />reduced to a less-than-significant level with the mitigation measures. The Mitigation <br />Monitoring and Reporting Program (MMRP) (Attachment 2, Exhibit B) has been revised to <br />set forth all mitigation measures that would be required for the Hillside Alternative. <br /> <br />The following areas were evaluated in the Initial Study and found to be less <br />than significant; therefore, they were not further addressed in the EIR; Agricultural <br />Resources, Air Quality, Cultural Resources, Greenhouse Gases, Hydrology/Water <br />Quality, Land Use and Planning, Mineral Resources, Population and Housing, Public <br />Services, Recreation, Transportation and Utilities. <br /> <br />Public Comments <br />The Draft EIR was available for public review and comment from July 20, 2016 <br />through September 6, 2016. The City received six comment letters during the <br />public review period in addition to three members of the public providing oral <br />comments at the August 30, 2016 Planning Commission hearing. <br /> <br />The Final EIR includes the Response to Comments received during the public review <br />period. Comments include a request to reduce the size of the tank, locate the tank <br />near the Easter Bowl tank, and consider further enhancements with the Hillside <br />Alternative. Responses to all comments have been provided for the City Council’s <br />consideration. <br /> <br />As noted above, all public comments received favored the Hillside Alternative. Planning <br />Commissioners in their deliberation on the Final EIR expressed individual preference for <br />the Hillside Alternative. The Utilities Committee, at its March 15, 2017 meeting, voted to <br />recommend the City Council proceed with the Hillside Alternative. <br /> <br />Additional public comment for the May 8, 2017 Council meeting is provided in <br />Attachment 3. <br /> <br />GENERAL PLAN AND ZONING COMPLIANCE <br />The Redwood City General Plan land use designation of the site is PF (Public Facility), <br />which allows for infrastructure uses. The Redwood City zoning designation for the <br />property is RH-20 (Residential-Hillside), which allows public facility uses as a <br />conditional use subject to a permit. Because the City is the project proponent, the City is <br />not required to issue itself a conditional use permit (CUP). The project would, however, <br />meet the applicable standards for issuance of a CUP pursuant to Article 42 of the <br />Zoning Ordinance. <br /> <br />ALTERNATIVES <br />There are two viable projects for the City Council to consider: either the Proposed <br />Project or the Hillside Alternative. All public comments received, deliberation by the <br />Planning Commission and recommendation from the Utilities Committee support the <br />Hillside Alternative as it reduces the visual prominence of the water tank.
