If <br />serpentine must be graded, the top 2 feet of soil shall be replaced with clean soil, so as <br />to avoid impacts from Naturally Occurring Asbestos (NOA). Soils with NOA shall be <br />removed and disposed of at an appropriate facility, to the satisfaction of the City Engineer. <br />Dust shall be suppressed during grading, and a dust control plan to minimize exposure <br />to NOA (per the BAAQMD regulations) shall be submitted to the County Health <br />System’s Department Environmental Health. <br /> <br />Finding: Implementation of Mitigations HAZ-1 and HAZ-2 would reduce the construction- <br />related impact of exposure to hazardous materials to a less than sig nificant level. <br /> <br />Facts in Support of Finding: These mitigation measures are consistent with best <br />management practice to reduce exposure to hazardous materials during construction. <br />Implementing the recommendations from the above noted pre-demolition evaluation <br />and covering any exposed serpentine rock with two feet of soil will reduce the risk of <br />accidental release of hazardous materials at the project site and ensure the public or <br />environment is not exposed to significant hazards. <br /> <br />Noise <br /> <br />Impact: NOI-1: Construction activities could expose the public to noise levels in excess of <br />standards established in the City’s General Plan and/or Noise Ordinance. <br /> <br />Mitigations: NOI-1: Construction equipment shall be properly outfitted and maintained with noise- <br />reduction devices to minimize construction-generated noise. Equipment and delivery <br />trucks shall not be left to idle for longer than a few minutes. Stationary construction <br />equipment shall be located on-site at the greatest distance possible from nearby noise- <br />sensitive receptors. If during construction, noise levels at the property boundary exceed <br />the City’s noise ordinance standard of 110 dB, the construction contractor and/or City shall <br />erect temporary attenuating buffers to shield adjacent properties from noise exceeding <br />the established standard. The attenuating buffers may be removed as soon as the <br />construction noise levels fall under 110 dB at the property boundary. <br /> <br />NOI-2: Impact tools (e.g., jackhammers, pavement breakers, and rock drills), if used for <br />project construction, shall be hydraulically or electrically powered wherever possible <br />to avoid noise associated with compressed-air exhaust from pneumatically powered tools. <br />However, where use of pneumatic tools is unavoidable, an exhaust muffler on the <br />compressed-air exhaust shall be used; such mufflers can lower noise levels from the <br />exhaust by up to 10 dBA. External jackets on the tools themselves shall be used where <br />feasible, which could achieve a reduction of 5 dBA. Quieter procedures shall be used, <br />such as drills rather than impact equipment, whenever feasible. <br /> <br />NOI-3: Construction activities shall be limited to the hours of 7:00 a.m. and 4:00 p.m., <br />Monday through Friday, which is more restrictive than the noise ordinance requirements. <br />Signs required by the noise ordinance shall reflect the more <br />8.A. - Page 15
