Item No. 2 (continued) <br />Mrs. Thetis Pappas, 587 Seahorse Lane, Redwood City cited possible hazards <br />from unknown substances buried in the dump site and disturbed when earth <br />moving begins for developmemt, problems with gas venting and the limited <br />water supply. Risk to wildlife from leachate on the 13 acres of reserved <br />land is well known, but EIR does not address risk to humans on proposed <br />development land. <br />Gus Pappas, 587 Seahorse Lane, Redwood City advised that neighbors of <br />Westport are apprehensive due to fears of toxic materials in land fill , <br />erosion of land values, impact of massive development on water supply, and <br />expecting developer to be responsible for unforeseen problems was fraught <br />with uncertainties. Mr. Pappas requested the CEQA process be reopened. <br />Manuel Sotomayor, 12 Riviera Circle, Redwood City advised there was a lack of <br />comprehensiveness in the EIR and it did not consider the socio- economic <br />impact the development would have on neighboring Redwood Shores. <br />Patricia Terek of 524 Shorebird Circle, submitted letter from Ricky J. <br />Curotto, Attorney at law, 550 California Street, Room 800, San Francisco to <br />Peninsula Landing Homeowners Association describing litigation instituted by <br />Shorebird Homeowners Association against Prometheus Development Co. Inc. <br />which was entered at this time and marked APP -Ex #6. <br />Frank Parisi, 650 Island Place, Redwood City requested the Council not to <br />approve construction on land filled with unknown substances and requested <br />more testing. <br />Betsy Pfaff, 59 Pelican Lane, Redwood City advised Council not to grant a <br />two -week continuance of the public hearing to the developer citing the <br />oppositions readiness and their desire to stop this certification tonight. <br />James J. Whelan, Prometheus Development Co. Inc, 2600 Campus Drive, Suite <br />200, San Mateo responded to some of the specific questions raised by <br />opponents of the EIR: Prometheus is currently engaged in litigation and will <br />abide by those rulings and has never been involved in a bankruptcy or <br />abandonment; safety and health is number 1 concern of Prometheus; long -term <br />ownership is the goal; extensive research and planning resulted in distinct <br />uses of residential and commercial sites; regional water control and air <br />quality control board have been testing for ten years and the results <br />have been considered and mitigation can and will be carried out with highest <br />degree of safety; the EIR has 8 pages of alternatives and additionally <br />mentions others throughout EIR and on tables; comparative densities in <br />neighboring Redwood Shores are higher than previously stated; percentage of <br />rentals available in County and in development are distorted dramatically; <br />water allocations are consistent with original development plan; and, traffic <br />conclusions illustrate differences between experts. Mr. Whelan requested a <br />two -week continuance of the public hearing to review the issues raised by the <br />appeal and by speakers this evening. <br />Discussion ensued as to the acceptance of evidence of developers ability to <br />carry out mitigation measures and it was established that this digression <br />would not lead to the conclusion of the adequacy of the EIR which is under <br />discussion this evening. <br />Reg.Mtg. <br />1/9/89 MINUTE BOOK NO. 48 <br />Page 5 Page No. 263 <br />
