Quinlan subject <br />Prometheus Development Co. dated January 17, 1989 <br />Mayor Pro Tem LaBerge reminded the audience the public hearing was still open <br />from January 9, 1989. <br />Tom Graf, Levine and Fricke, presented slide of proposed area delineating <br />fill area from dumpsite area and background material on the results of <br />previous testing on the Westport Site stressing site specific testing to be <br />done. <br />Gale Boyd, Woodward -Clyde Consultants, spoke in favor of the Westport FEIR <br />and described the accepted process of plan development, site specific <br />testing, health assessment and then the final site design decisions. <br />David E. Schricker, City Attorney, explained that Council is not evaluating a <br />project at this time, but determining if there are deficiencies or <br />inadequacies in the Westport EIR. <br />Discussion on addenda to the FEIR, Supplemental EIR and Subsequent EIR <br />ensued. City Attorney Schricker explained a supplemental EIR is used if one <br />part of the original EIR needs additional work and a subsequent EIR is used <br />if the whole document needs additional work. <br />Brian Zamora, 590 Hamilton, San Mateo County /Redwood City Health Department <br />spoke in favor of a whole site health risk assessment. <br />Jim Whelan, Promethus Development Company, 2600 Campus Drive, San Mateo and <br />Todd Wright, also of Promethus described Westport EIR and CEQA requirements, <br />additional material on home values and support of mitigation measures to <br />alleviate concerns. <br />John Hoffman, attorney for Promethus Development Company, described CEQA <br />requirements and criteria for site specific plans. <br />Robert Field, 2221 Broadway, described past methods of sealing the dumpsite <br />and reported leachate up to 1987 was compared to diluted sea water. <br />Reg.Mtg. <br />1/23/89 <br />Page 5 <br />MINUTE BOOK NO. 48 <br />Page No. 279 <br />
