Item No. 2 (continued) <br />1) APP -Ex. #8 petition from Sunrise Homeowners Association opposing <br />certification of the EIR <br />2) APP -Ex. #9 viewgraph of traffic generation statistics <br />3) APP- Ex. #10 petition from Redwood Shores Development Area opposing <br />certification of the EIR <br />The following citizens spoke against certification of the Westport EIR: <br />Manuel Sotomayor, 12 Riviera Circle, Redwood City who presented APP -Ex. #8 a <br />petition from Sunrise Homeowners Association; <br />Pat Dixon, 16 Admiralty Place, Redwood City; <br />Dr. Morris Eisenberg_, 429 H. Cork Harbor Circle, Redwood City who presented <br />APP -Ex. #9 a viewgraph of traffic generation statistics; and <br />Wayne Wheeler, 445 H Cork Harbor Circle, Redwood City who presented <br />APP- Ex. #10 a petition from the Redwood Shores Development Area. <br />John Hartford, 401A Cork Harbor Circle, Redwood City spoke in favor of <br />certification of the Westport EIR. <br />Mayor Greenalch asked if there was anyone else who wished to speak. No one <br />else wished to speak. <br />M /S: Stangel /LaBerge to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 9:18 p.m. <br />City Attorney Schricker, in response to comments and questions from the <br />Council as to the purpose of the Westport EIR, advised that CEQA requires <br />an EIR whenever there is a proposed change in a Specific Plan. Originally <br />Prometheus Development Co. entered into an agreement to build commercial <br />buildings and is now desirous of building residential units instead. This <br />proposed change in the Specific Plan requires an EIR. <br />Additionally, City Attorney Schricker advised that the question before the <br />Council is the adequacy of the EIR and quoted state guidelines regarding the <br />purpose of an EIR (Section 15121); degree of specificity (Section 15146); EIR <br />Section 1.4 page 1 -31 "intended use ": to permit development of Westport <br />Project, the specific plan must be amended to change existing land use <br />designation for 50 acres of the site from commercial to residential use in <br />compliance with CEQA; and provisions of the state guidelines regarding <br />standards for adequacy, (Section 15151). <br />City Manager Smith described process by which permits, agreements and <br />development plans first go to Planning Commission and then to Council, and <br />advised that Council will have opportunity to approve or reject all future <br />plans for the Westport site. <br />Council discussed the need for further testing for toxicity, water and ground <br />pollution on the entire site to be included in the current EIR, or after <br />certification when specific site plans are proposed. <br />Reg.Mtg. <br />2/6/89 <br />Page 3 MINUTE BOOK NO. 48 <br />Page No. 285 <br />
