<br /> owned and harbored in the City, upon presentation of <br /> proof that such dog has been neutered or spayed. The <br /> annual license fee shall be due on the first day of January <br /> of every year, and any person who fails to pay such license <br /> fee within thirty (30) days after the fee is due, or the <br /> dog is required to be licensed, shall pay a penalty <br /> established in accordance with a fee schedule set forth <br /> in Section 5.91 herein, in addition to the payment of the <br /> license fee herein required. New residents to the City <br /> shall have sixty (60) days in which to acquire the necessary <br /> license. The license fee for dogs acquired on or after <br /> September 1 of the then current year shall be one-half the <br /> normal fee for the remaining portion of the then current <br /> year. " <br /> SECTION 24. Section 5.21 of the Code of the City of Redwood <br /> City is hereby amended to read as follows: <br /> "Section 5.21. Exempt From Payment of License Fee. <br /> A license shall be obtained but no license fee shall be <br /> payable for the licensing of any dog which is being used <br /> for guide purposes by a handicapped resident of the City, <br /> or for dogs which have served as a member of the Armed <br /> Forces of the United States of America, or for any dog <br /> being used by a local law enforcement agency for purposes <br /> of crime prevention or control. " <br /> SECTION 25. Section 5.23 of the Code of the City of Redwood <br /> City is hereby amended to read as follows: <br /> "Section 5.23. Duplicates. Whenever a tag, issued <br /> for the then current year by the City, has been stolen or <br /> lost, the owner or possessor of the dog for which the same <br /> - 8 - <br /> ... <br />
