No person shall permit the accumulation in any <br />building, lot, premises, vehicle, or other place over <br />which he has ownership or control of any material that <br />might serve to harbor rodents unless such material is <br />elevated not less than eighteen (18) inches above the <br />floor or ground with a clear intervening space thereunder. <br /> "Section 13.162. Additional Prohibition Regarding <br />Flies. No person shall permit the accumulation in any <br />building, lot, premises, vehicle, or other place over <br />which he has ownership or control of any fly-breeding <br />material. Such materials shall be removed so often as is <br />necessary to prevent the breeding or habitation of flies <br />and shall be disposed of in a manner satisfactory to the <br />Health Officer. Every building, lot, premises, vehicle, <br />or other place shall be cleaned and insecticides sprayed <br />therein in a manner and with a frequency satisfactory to <br />the Health Officer. <br /> "Section 13.163. Additional Prohibition Regarding <br />Mosquitoes. No person shall permit the accumulation in <br />or under any building, lot, premises, vehicle or other <br />place over which he has ownership or control of any <br />stagnant pool of water or other breeding sources for <br />mosquitoes. Such sources shall either be eliminated by <br />draining, or filling, or treated with appropriate chemicals <br />or biological control agents in a manner and with a <br />frequency satisfactory to the Health Officer. <br /> "DIVISION 2. RODENT-PROOFING <br /> "Section 13.165. Definition. 'Rodent-proof' means <br />constructed and maintained in a manner preventing the <br />entrance and harboring of rodents.
